2) Refer the matter to staff to schedule as a future City Council agenda item.

The Fair Labor Standards Act (FSLA) requires employers with more than 50 employees to provide safe places to breastfeed at work. The City Council should direct the City Manager to procure, or make any necessary changes, to create safe breastfeeding locations, especially in buildings open to the public. The procurement could include non-construction pod options (https://www.mamava.com/faq).
Additionally, the City Manager should be directed to ensure public restrooms have adequate baby changing stations.
Lastly, Council should direct the City Manager to create gender neutral bathrooms.
