EXECUTIVE SUMMARY

Awarding a contract to Ninyo & Moore, geotechnical and environmental sciences consultants, for $128,230 will provide the Cross Alameda Trail along Ralph Appezzato Memorial Parkway (CAT/RAMP) Improvement Project with continuous off-site air/dust monitoring only for the first eight to twelve weeks of construction during the earth moving work that has the potential to generate dust. This will ensure that engineering controls and construction practices put in place by the general contractor will prevent off-site emissions of any air borne contaminates from the construction zone, during and after work hours.

This work has been required by the Alameda County Department of Environmental Health (ACDEH) prior to mobilizing for construction. Ninyo & Moore will develop a work plan (for ACDEH review/approval) and then place four air-monitoring instruments, one upwind and three downwind, along the phased project perimeter. One portable weather station will also be installed to monitor wind direction, speed, temperature, and humidity (all equipment will be enclosed, secure and lockable). Data from these instruments will be wirelessly transferred to a reporting website, which will also include email and text alerts, when necessary, to inform all parties (consultant, City, contractor, ACDEH). While not expected, if airborne dust emissions exceed certain levels, the City, consultant, and contractor will conduct a risk evaluation and take immediate corrective measures.
