Title
Recommendation to Accept the Work of Ranger Pipeline Inc. for Cyclic Sewer Rehabilitation Project, Phase 14, No. P.W. 05-17-27. (Public Works 602)
Body
To: Honorable Mayor and Members of the City Council
From: Amy Wooldridge, Interim City Manager
EXECUTIVE SUMMARY
The City of Alameda (City) has separate sanitary sewer and storm water drainage systems. “Infiltration and inflow” refers to storm water that should enter the storm drainage system, but instead enters the sewer system through cracks and other defects in the sewer pipes. Storm water in the sewer system can cause excessive flows during wet weather events that exceed both local conveyance and regional treatment capacity.
In 2015, the City developed a Sewer Master Plan <https://www.alamedaca.gov/files/content/public/departments/public-works/sewer-master-plan-final-novemeber-2015.pdf>, which utilized information collected through maintenance, inspection, and monitoring activities to assess system condition and capacity. The results were used to identify and prioritize sewer system capital improvement needs in a 20-Year Rehabilitation Program structured to maintain compliance with the Consent Decree and be consistent with the City’s sewer rate structure. The Cyclic Sewer Rehabilitation project has now been completed by Ranger Pipeline Inc.
BACKGROUND
On September 5, 2017, the City Council amended the contract with Ranger Pipeline Inc. to increase the contract amount by $4,048,544.03, including contingency, for the Cyclic Sewer Rehabilitation project, phase 14, No. P.W. 05-17-27. This work is consistent with and furthers the objectives of the City’s 2014 Sewer System Management Plan and adopted Capital Improvement Program.
Completion of this work is required for compliance under Final Consent Decree for Consolidated Case Nos. C 09-00186-RS and C 09-05684-RS.
This project was separately designed, bid and awarded from the Cyclic 14 Easement Sewer Rehabilitation Project that is a separate item on tonight’s agenda.
DISCUSSION
The project was completed in accordance with the plans and specifications, excluding the 400 block of Melrose Avenue, and is acceptable to the Public Works Department. Project savings allowed for the rehabilitation of an additional 2,200 feet of sewer main on the 2100 and 2300-2400 blocks of Buena Vista Avenue, 1000 block of Taylor Avenue, and 1400 block of Paru Street. The final cost for the Third Amendment, including all extra work orders, is $4,009,737.42. This is a savings of $38,806.61.
The work done as part of the original contract and the first two amendments was already completed and accepted by City Council.
