EXECUTIVE SUMMARY
The City Council is required to adopt a resolution to certify the results of the Special Municipal Election.
BACKGROUND
Elections Code Section 10262 requires the governing body of the City to adopt a resolution declaring the results of an election.
DISCUSSION
The Certificates of Election Results for the election held on April 9, 2019 are attached (Exhibit 1).
Measures for certification:
Measure A, the Caring Alameda Act, confirming the Council's action to permit a homeless wellness center on a 3.65-acre parcel on McKay Avenue, passed by a majority vote.
Measure B, a proposed Initiative to change the land use and zoning designations for a 3.65-acre parcel on McKay Avenue, did not receive a majority vote and did not pass.
ALTERNATIVES
The Elections Code requires the City Council to adopt a resolution certifying the election results at its next regular meeting, so there are not any other actions the Council can take.
FINANCIAL IMPACT
$650,000 was appropriated for the election as part of the mid-year budget adjustment approved by the City Council on March 19, 2019, and added to the City Clerk's Election Program in the General Fund (account 001-2220-61060).

ENVIRONMENTAL REVIEW
Environmental review is not required to certify the results of the City's municipal election.
