EXECUTIVE SUMMARY

 

Mr. Todd provides professional design consultation and creation of infographics, design and artwork for City of Alameda (City) documents including the Budget, Capital Improvement Plan and other public documents.  The attached Provider Agreement is a 25-month agreement with Mr. Todd. The City has paid Mr. Todd an estimated $60,000 for his services to date. The recommended agreement would allow for an additional $65,000 in expenditures.

 

BACKGROUND

 

The City uses a professional design service for documents used to inform and educate the community. These documents include the City’s Budget and Capital Improvement Plan (CIP). The City has been using Mr. Todd to perform this work since 2015.  The City has paid an estimated $60,000 to date for these services. It is now recommended to approve an agreement for an additional $65,000 over the next 25-months, with an option to extend on a year-to-year basis for up to four years with a not to exceed amount of $125,000.

 

DISCUSSION

 

The City prepares a number of documents as well as maintains a website in order to provide the public with information about the City. It is important that these documents provide clear and concise information and this information be presented in a format that is engaging and easy to follow.

 

Since 2015, the City has been using Mr. Todd to perform professional design work. Mr. Todd has redesigned the City’s Budget document and the City’s CIP budget as well as other City documents. These redesigned documents use infographics, pictures, and charts, and are organized in a way that make the information that is being presented easy to read and understand. 

 

The City would like to continue to use Mr. Todd to update Budget documents and the CIP, as well as other documents.

 

Mr. Todd is an award-winning illustrator and visual journalist in the San Francisco Bay Area. He has a Bachelor of Fine Arts Degree in Image Production from Missouri State University and a Master of Fine Arts Degree in Illustration from The Academy of Art University. Mr. Todd performs work for other local agencies including Walnut Creek.

 

ALTERNATIVE

 

Have existing staff create documents without the professional design elements provided by Mr. Todd.

 

FINANCIAL IMPACT

 

Individual departments will be responsible for the cost of the services used. Department budgets have sufficient funds for this work.

This action is in conformance with Alameda Municipal Code

 

ENVIRONMENTAL REVIEW

 

Approval of this contract is not subject to environmental review in that it is not a “project” as defined by California Environmental Quality Act (CEQA).  A “project” does not include the creation of documents which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.  CEQA Guidelines, section 15378(b)(4).  

 

CLIMATE IMPACTS

 

There are no climate impacts associated with this resolution.

 

RECOMMENDATION

 

Authorize the City Manager to execute a provider agreement with Chuck Todd for professional design services for a 25-month term in an amount not to exceed $125,000.
