Re:                     Planning, Building and Transportation Department Recent Actions and Decisions

Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.

Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date, or the Planning Board or City Council call for review a Zoning Administrator or Community Development Department decision during this appeal period.  All appeals and call for reviews will be heard at a public hearing before the Planning Board.

PLN19-0186 - Use Permit for Perimeter Fence - 501 Mosley Avenue - Applicant: Housing Authority of the City of Alameda. Public hearing to consider a use permit to allow up to an eight-foot tall chain-link fences with color coating along the perimeter of four individual blocks owned by the Housing Authority of the City of Alameda (a portion of the former Coast Guard Housing site). The fences are required to secure the approximately 12-acre site. The four block site is bounded by Mosley Avenue on the north, Bette Street on the west, Lakehurst Circle on the east, and Annapolis Circle and Sea Horse Drive on the south. Other than the perimeter fence, no applications are currently on file with the City of Alameda for future use of this site. Pursuant to Alameda Municipal Code 30-5.14 chain-link fences in residentially developed parcels may be permitted when required for security reasons, subject to use permit approval.  The site is located within the R-4-PD (Neighborhood Residential, Planned Development Combining) zoning district. This project is categorically exempt from the California Environmental Quality Act (CEQA) Section 15301 - Existing Facilities.

Planning, Building and Transportation Department Decisions for May 23, 2019

2168 Alameda Avenue, PLN19-0171 (Action Date 6-3-19)

DESIGN REVIEW - The project consists of adding a window and window well on the front elevation of an existing duplex to accommodate new habitable space in the basement level. The project also consists of removing the existing vinyl siding to restore the original siding underneath. General Plan: Medium-Density Residential Zoning: R-4, Neighborhood Residential Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. Project Planner:  Linda Barrera, 510-747-6870, Lbarrera@alamedaca.gov

1246 Eastshore Drive, PLN19-0215 (Action Date 6-3-19)

DESIGN REVIEW - The project consists of replacing an approximately 1,575-square-foot roof at the rear of an existing one-story single-family home.  The new roof is a large gable that faces the water (east side rear property line) with a 3:12 pitch to create additional ceiling height on the interior.  There are no changes to the overall height of the building.  General Plan: Low-Density Residential Zoning: R-1, One-Family Residence Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. Project Planner:  Allen Tai, 510-747-6888, atai@alamedaca.gov

307 Haight Avenue, PLN19-0174 (Action Date 6-3-19)

DESIGN REVIEW - The project consists of a two-story addition to an existing two-story single family residence. The new addition will expand the existing two-story portion at the rear of the home. The new addition will add approximately 512 square feet on each floor for a total of approximately 1,024 square feet of new floor area.  General Plan: Low-Density Residential Zoning: R-1, One-Family Residential Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. Project Planner:  Linda Barrera, 510-747-6870, Lbarrera@alamedaca.gov

1310 San Antonio Avenue, PLN19-0173 (Action Date 6-3-19)

DESIGN REVIEW - The project consists of a 96 square foot second floor addition on the rear of an existing two-story single family residence.  The addition will continue the existing shed roof and will have the same wood shingle siding as the existing second floor.  General Plan: Low-Density Residential Zoning: R-1, One-Family Residential Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. Project Planner:  David Sablan, 510-747-6873, dsablan@alamedaca.gov

2865 Santa Clara Avenue, PLN19-0198 (Action Date 6-3-19)

DESIGN REVIEW - The project consists of the removal of a section of horizontal wood siding on the front elevation of an existing single family home, which features the International architectural style.  The work was completed previously without permits.  The area is now covered in stucco siding to match the rest of the building’s siding material, and the cornice on the roof parapet has been continued through the area where the wood siding was removed.  The resulting appearance is consistent with the overall architecture of the house.  General Plan: Low-Density Residential Zoning: R-1, One-Family Residential Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. Project Planner:  David Sablan, 510-747-6873, dsablan@alamedaca.gov
