EXECUTIVE SUMMARY

 

The City of Alameda (City) has over 125 centerline miles of roadway and 969 intersections, providing access and circulation to every resident and business in the City.  In the Fiscal Years 2017-19 Budget, the City established an annual capital project to systematically refresh and replace pavement markings and signs to ensure that pavement markings and control signs (stop/yield) are properly maintained.  Two hundred fifty-two intersections and Main Street, from Pacific Avenue to the Main Street Ferry Terminal, will be refreshed as part of this project.

 

BACKGROUND

 

Public Works staff began this program with a focus on intersections (as opposed to midblock striping) because intersections have heightened safety considerations.  The pavement markings and signs at intersections help to control the right-of-way, and preserve traffic and pedestrian safety.  Although intersections are the program’s initial focus, midblock sections or segments of roadway will be considered for inclusion based on their condition.

 

Staff began condition assessment of intersection pavement markings and signs in the west end zone of the City, bounded by Monarch Street and Grand Street.  One hundred eighty-three intersections within this zone were identified for restriping and/or sign replacement.  All other intersections within this zone were deemed in good condition.  Staff also performed condition assessment within Alameda Point and identified 69 intersections for restriping and/or sign replacement.  The east end and Bay Farm Island zones will be addressed next fiscal year.

 

The restriping of Main Street, from Pacific Avenue to the Main Street Ferry Terminal, is also included in this project, and will convert that segment on Main Street from a four-lane roadway to a three-lane roadway with Class 2 bike lanes.  These improvements were brought to and approved by the Transportation Commission on December 3, 2018.

 

DISCUSSION

 

To solicit the maximum number of bids and most competitive price, plans and specifications were provided to 19 separate builders’ exchanges throughout the Bay Area.  In addition, notices were placed on the City’s website and published in the Alameda Journal on April 10, 2019.  The specifications informed the successful bidder that it must pay no less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.     

 

This bid was opened on May 1, 2019.  After a bidding period of 21 days, one contractor submitted a bid.  The bid result is as follows:

Public Works staff contacted references provided by the bidder and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of its work.  Staff recommends awarding a contract to Chrisp Company for a total amount of $602,219, which includes a 10% contingency in the amount of $54,747.18.  The contractor is not guaranteed any of the contingency amount and use of the contingency will be at the sole discretion of the City for work not originally anticipated in the plans and specification.  It is expected that the project work will start in August 2019 and be completed by the end of November 2019. 

 

ALTERNATIVES

 

Alternative 1 - Approve award of bid and contingency in the amount of $602,219 for replacement of pavement markings and signage.

 

Alternative 2 - Approve award of bid in the amount of $547,471.80 for replacement of pavement markings and signage.

 

Alternative 3 -- Reject all bids.

 

FINANCIAL IMPACT

 

Budget for the Main Street restriping portion of the contract is included in the Public Works Department Capital Improvement Projects (Project No. 9161102), funded with monies ($109,123.80) allocated from the Measures B/BB Bike and Pedestrian Improvements.  The Alameda Point portion of the contract ($138,820) will be funded by Base Reuse Operational Budget (Fund 858-818003).  The remaining portion of the contract ($354,275.18) will be funded by the Public Works Department Capital Improvement Projects (Project No. 91811), Sign and Pavement Marking Replacement funded from the Measures B/BB and Gas Tax.  There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities.

 

CLIMATE IMPACTS

 

The installation of Class 2 Bike Lanes on Main Street, from Pacific Avenue to the Main Street Ferry Terminal, will connect future Central Avenue bike facilities to the ferry terminal.  This will help to promote non-motor vehicle travel, the use of transit services, and reduce potential climate impacts.

 

RECOMMENDATION

 

Authorize the City Manager to execute an agreement with Chrisp Company for the replacement of pavement markings and signs, No. P.W. 03-19-15, in an amount not to exceed $602,219, including contingency. (Public Works 310)

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends award of bid in the amount not to exceed $602,219.
