EXECUTIVE SUMMARY

 

The Encinal Boat Launch Facility is a public boat launch and is an important recreational facility for the community of boaters, paddlers and sailors. The lowest construction bid is being recommended for award and is within budget of the grant funding for construction from the Division of Boating and Waterways.

 

BACKGROUND

 

The Encinal Boat Launch Facility (Facility) is a public marina launch and is an important recreational facility for the community of boaters, paddlers and sailors.  For this Facility, the City of Alameda (City) received two grants from the Division of Boating and Waterways.  One grant was for the planning, construction design, and permits, in the amount of $300,000, and the other grant was for construction, in the amount of $1,450,000. 

 

Construction will include:

                     Installing a new two-lane boat ramp;

                     Removing two piles and installing four new piles;

                     Installing two boat docks - one for motorized boats and one for non-motorized watercraft;

                     Installing a new restroom, including a new outdoor shower and fish cleaning station;

                     Building new concrete pathways and a kayak laydown pad;

                     Installing lighting;

                     ADA improvements; and

                     Resurfacing and restriping the parking lot.

 

DISCUSSION

 

On May 20, 2019, plans and specifications were sent out for a bidding period of 29 days.  To solicit the maximum number of bids and the most competitive prices, plans and specifications were available on BPXpress for viewing and purchase as well as provided to 21 separate builders’ exchanges throughout the Bay Area.  A notice of bid was also published in the Alameda Journal and posted on the City’s website.  Bids were opened on June 17, 2019.  Two contractors submitted bids.  The list of bidders from lowest to highest for total base bid project cost is as follows:

Public Works staff contacted several references provided by the lower bidder and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of its work.  Staff recommends awarding a contract to Valentine Corporation for a total amount of $1,257,706, which includes a ten percent contingency in the amount of $114,337.  The contractor is not guaranteed any of the contingency amount, and use of the contingency will be at the sole discretion of the Recreation and Parks Director for work not originally anticipated in the plans and specifications. 

 

The contract and project specifications inform the successful bidder that it must pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.  The specifications and contract also inform the contractor that this project is subject to the City’s Project Stabilization Agreement.  The contractor has agreed to comply with these provisions as well as all of the other provisions in the contract.  A copy of the contract is attached as Exhibit 1.

 

Construction is anticipated to start the last week of August to avoid impacts on the busy summer season.  The project is expected to be completed by the first week of January 2020.

 

ALTERNATIVES

 

Award a contract in the amount of $1,257,706, including a 10% contingency, to Valentine Corporation for Encinal Boat Launch Facility, project no. P.W. 04-19-19.

 

Request project to begin earlier than projected start time.

 

Reject all bids.

 

The alternatives may include raising or lowering the allocated contingency amount or directing the project to begin earlier than planned.  The Encinal Beach would be used for summer programming as an alternative launch location.

 

FINANCIAL IMPACT

 

Budget for the contract is included in the Capital Improvement Program Fund (Project No. 91310).  The project is funded with monies allocated from by a grant from the California Boating and Waterways Commission in the amount of $1,450,000 with additional funding from Tidelands and the General Fund.  Remaining grant funding will be utilized to purchase items that are not in the construction contract, including the restroom, fish cleaning station, and signage.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 (Repair, maintenance and/or minor alteration of an existing facility.)  In addition, the Encinal Boat Launch Facility improvement project is permitted by the U.S. Army Corps of Engineers, San Francisco Bay Conservation and Development Commission (BCDC) and the Regional Water Quality Control Board.  These permits are designed to ensure appropriate actions are taken during construction to avoid construction impacts to biological and/or water quality resources.

 

CLIMATE IMPACTS

 

The construction will comply with all permits and requirements for regional water quality, debris management for storm water pollution prevention, and air quality.

 

RECOMMENDATION

 

Award a contract in the amount of $1,257,706, including a 10% contingency, to Valentine Corporation for Encinal Boat Launch Facility, project no. P.W. 04-19-19.

 

CITY MANAGER RECOMMENDATION

 

The City Manager concurs with the staff recommendation to award the contract Valentine Corporation and to begin in late August.
