EXECUTIVE SUMMARY
Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road have high volumes of traffic, especially in the late afternoon when drivers exiting the area are trying to make left turns across this large street. Additional development of vacant parcels in the near future will further increase traffic. The installation of signals will increase safety and improve the level of service for these intersections.
BACKGROUND
The installation of signals at Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road includes, but is not limited to, the installation of traffic signal cabinet and controller, service, signal poles, accessible pedestrian signal, video detection systems, battery backup system, and emergency vehicle preemption.
DISCUSSION
To solicit the maximum number of bids and the most competitive price, plans and specifications were provided to 17 separate builders’ exchanges throughout the Bay Area and to 34 prequalified contractor’s on the California Uniform Public Construction Cost Accounting Act (CUPCCA) list. Bids were opened on June 5, 2019. Four contractors submitted bids, one of which was disqualified because it did not attend the Mandatory Pre-bid Meeting*. Public Works staff contacted several references provided by the lowest bidder and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of its work.
Staff recommends awarding a contract to Ray’s Electric for a total amount of $592,800, which includes a 20% contingency of $98,800. The contractor is not guaranteed any of the contingency amount, and use of the contingency will be at the sole discretion of the City for work not originally anticipated in the plans and specifications. The specifications inform the successful bidder that it shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. A copy of the contract is attached as Exhibit 1.
ALTERNATIVES
• Move forward with approving the award of bid to Ray’s Electric.
• Consideration of a four-way stop would be an alternative, but the amount of traffic in the area makes a signalized intersection the better option. If this option is chosen, the City Council would need to reject all bids.
FINANCIAL IMPACT
The funds for this project are included in the FY 2019-21 Capital Improvement Program with budget allocated in the Capital Projects Fund Project 96012, Traffic Signals and Systems. In FY 2019-20, the total project budget is $1 million, of which $592,800 is allocated to City of Alameda Signal Installation at Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road Closure project. Measure B and Transportation Improvement Fee Funds provide funding for the project. There is no impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action does not affect the Alameda Municipal Code.
ENVIRONMENTAL REVIEW
Prior to the project initiation a Notice of Exemption was filed in the County Recorders Office. This project was determined to be Categorically Exempt under California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15301(c), Existing Facilities. No additional environmental review is required under CEQA to accept the competed improvements.
CLIMATE IMPACTS
The installation of signals at these intersections will help to promote non-motor vehicle travel, the use of transit services, and reduce potential climate impacts.
RECOMMENDATION
Authorize the City Manager to execute an agreement with Ray’s Electric Company for the signal installation at Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road, No. P.W. 04-19-23, in an amount not to exceed $592,800, including contingency.
CITY MANAGER RECOMMENDATION
The City Manager recommends approval of an agreement with Ray’s Electric Company for the signal installation.
