Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur. 

 

Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date, or the Planning Board or City Council call for review a Zoning Administrator or Community Development Department decision during this appeal period.  All appeals and call for reviews will be heard at a public hearing before the Planning Board.

PLN19-0166 - Use Permit and Design Review for an Outdoor Food Serving Station - 2480 Monarch Street - Applicants: Kevin and Kelly Kearney. Public hearing to consider Design Review and Use Permit to legalize the operation of an outdoor food service area that consists of: a food service station, a BBQ smoker, and a seating area.  Food will be prepared inside the existing catering business and served through the outdoor food station. The outdoor area will also be used for incidental dance lessons.  The property is located within the AP-AR, (Alameda Point, Adaptive Reuse) zoning district. Pursuant to Alameda Municipal Code 30-4.24(g)7, outdoor operations and activities may be permitted with approval of a conditional use permit. This project is categorically exempt from the California Environmental Quality Act (CEQA) Section 15301 - Existing Facilities.

 

PLN19-0297 - Use Permit and Design Review - Alameda Point Site A - Applicant: Trumark Construction Services, Inc.  Public hearing to consider Master Use Permit and design review for temporary sales trailers within the Alameda Point Site A development area.  The temporary sales trailers support the sales activity of new residential units currently under construction.  The site area is located within the AP-WTC and AP-MS, (Alameda Point, Waterfront Town Center and Alameda Point, Main Street Neighborhood) zoning districts.  Pursuant to Alameda Municipal Code 30-4.24(g), similar and accessory uses, as determined by the Planning Director, and outdoor operations and activities may be permitted with approval of a conditional use permit.  The Alameda Point Final Environmental Impact Report (State Clearinghouse No. 2013012043) was certified in compliance with the California Environmental Quality Act (CEQA) and no further environmental review is required for this project.

2061 Alameda Avenue, PLN19-0175 (Action Date 7-15-19)

 

DESIGN REVIEW - The project consists of the conversion of a basement to living space that will result in raising an existing single family home by approximately 20 inches.  As part of the conversion, the existing front stairs will be rebuilt and an existing window and garage door will be replaced. All new materials, including windows, siding, balusters, and railings will be consistent with original architecture of the building. The building is listed on the Historical Building Study List with an “S” designation. General Plan: Medium-Density Residential. 3237 Bayo Vista Avenue, PLN19-0218 (Action Date 7-15-19)

 

DESIGN REVIEW - The project consists of replacing a section of flat roof on an approximately 272-square-foot detached garage so that the entire garage has a uniform gabled roof.  The project also includes removal of an existing chimney located on the west side of the main house. 1428 Benton Street, PLN19-0203 (Action Date 7-15-19)

 

DESIGN REVIEW - The project consists of converting a single-family residence into a duplex and the construction of a second-story addition, approximately 733 square feet in size, at the rear of the existing two-story building.  The addition will be built above a previous one-story addition.  All new materials, including windows, siding, balusters, and railings will be consistent with original architecture of the building. General Plan: Medium-Density Residential. Zoning: R-4 (Neighborhood Residential) Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. 1044 Fountain Street, PLN19-0236 (Action Date 7-15-19)

 

DESIGN REVIEW - The project consists of raising an existing single-family home by approximately 24 inches to resolve constant flooding caused by an underground stream that runs underneath the home. The project also includes removing a chimney, installing a new foundation, and removing an abandoned secondary driveway curb cut and restoring a street parking space. General Plan: Low-Density Residential. Zoning: R-1 (One-Family Residence) Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. 1575 Pacific Avenue, PLN19-0169 (Action Date 7-15-19)

 

DESIGN REVIEW - The project consists of the construction of a small two-story addition at the rear of a detached single-family home.  The property currently has three detached single-family homes on one lot, but only the middle unit will be expanded approximately 76 square feet by a two story addition.  The footprints of the front and rear units will not be expanded as part of this project.  The proposed addition will be stucco to match the existing structure.  General Plan: Medium-Density Residential. Zoning: R-4 (Neighborhood Residential) Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities.
