EXECUTIVE SUMMARY

It is recommended that the Alameda City Council (Council) approve a motion authorizing the City of Alameda (City) to execute the Agreement for Temporary Assignment of Vehicular Equipment (Agreement) with the California Governor's Office of Emergency Services (Cal OES). This Agreement allows the City to use a Cal OES engine as a reserve rig for local responses and AFD crews can be called on to provide mutual aid for wildland fires and other disasters throughout the state.

BACKGROUND

Cal OES is responsible for coordinating the overall state response to major disasters and assuring the state's readiness to respond to and recover from all hazards. To this end, Cal OES assists local government agencies in their emergency preparedness, response, recovery, and hazard mitigation efforts through a state master mutual aid plan.

Since 1950, Cal OES has managed a statewide fire and rescue program, the only one in the country, providing Type 1 engines on loan to local fire departments for use in their community while requiring the departments to staff the vehicles for the state when needed. Cal OES purchases the vehicles fully equipped, then assigns the vehicles to local fire agencies through temporary-use agreements. Cal OES maintains the vehicles and twice a year does an onsite inspection of the engines to ensure they are maintained according to their standards. In return, the agencies agree to staff the vehicles when called upon for mutual aid.
