Body

To: Honorable Mayor and Members of the City Council

EXECUTIVE SUMMARY

It is recommended that City Council approve a motion authorizing the City Manager, or his designee, to execute a Service Provider Agreement (Exhibit 1) with Shah Kawasaki Architects Inc. in the amount of $24,970 for a feasibility study to estimate construction costs for a new Fire Station 5 on a new site at Alameda Point.

BACKGROUND

On June 18, 2019, the City Council adopted the Fiscal Year (FY) 2019-20 and 2020-21 Budget, which included an appropriation in FY 2019-20 for a feasibility study for rehabilitation Fire Station 5 and a separate study for a new site location at Alameda Point.  The feasibility study related to the possible rehabilitation of Fire Station 5 is the subject of a separate Service Provide Agreement.

The City of Alameda (City) Fire Department’s Station 5, located at 950 W. Ranger Ave, is currently used as a training facility and storage for the City's Fire Department and Public Works Department.  Future plans are to rebuild its use as a fire training center, staffed fire station and for storage of critical apparatus and equipment.  Prior to its reuse, a feasibility study to seismically strengthen and rehabilitate the facility will need to be conducted.  Staff considered and reviewed two specialized architectural firms and Shah Kawasaki Architects, Inc. was selected. Shah Kawasaki Architects Inc. is currently preparing the feasibility study for the rehabilitation of Station 5.

DISCUSSION

This Feasibility Study for Station 5 New Site Construction Cost is to utilize programming and site design knowledge gained from the separate feasibility study for the rehabilitation of the existing Station 5.  The Station 5 rehabilitation feasibility study will also be used and applied to the estimate for the construction cost for a new fire station location.  The new site will be approximately 3 acres and is to include a fire training center, a fire station for eight to nine on-duty personnel including an engine, truck, ambulance, and storage of additional fire apparatus and equipment.

The feasibility study will include an Executive Summary Report, concept design, site plan, construction schedule, cost estimates and meeting minutes.

ALTERNATIVES

Approve agreement which is consistent with City Council direction during the Budget to evaluate a new construction site.

Do not approve this Agreement. If it is not approved, the Fire Department will move forward with the renovation evaluation of the current Station 5 site.

CITY MANAGER RECOMMENDATION

The City Manager defers this decision to the City Council.  The City Manager approved the cost study for the renovation of Fire Station 5 which was within my authority.  This cost study would add a new construction site to the study.  This was requested by City Council at the Budget workshops.
