BACKGROUND

On July 10, 2018, the City Council unanimously approved the Alameda Marina Master Plan for the redevelopment of the 44-acre Alameda Marina site located on Clement Avenue between Alameda Marina Drive and Willow Street.  The Master Plan requires a variety of subsequent approvals and/or permits that will require review and approval by the City Council, Planning Board, Historical Advisory Board, and regional agencies.  The Master Plan is available at:  <http://www.alamedaca.gov/Departments/Planning-Building-and-Transportation/Planning-Division/Major-Planning-Projects>

The applicant has applied for approval for construction of the first phase of the Master Plan.  The first phase involves a residential building located on Clement Avenue in between Schiller and Alameda Marina Drive, called “Wrap A” or “The Launch.”  Because the Historical Advisory Board has expressed interest in being informed on the progress of the Master Plan, the applicant and staff has prepared an informational presentation about Phase I.  The first phase is subject to separate Planning Board review and approval, and there are no approvals required by this Board.

 

DISCUSSION

 

Wrap A is located on Clement Avenue in between Schiller and Alameda Marina Drive.  It consists of 351 multifamily dwelling units ranging from studios, 1 bedrooms, 2 bedrooms, and work/live units.  The building is designed to accommodate a view and public paseo that is two stories in height and 20 feet wide through the middle of the building from Clement Avenue to the waterfront. The building will include four interior courtyards with pool, spa, dog runs, kitchenettes, fire pits, and lounge seating, and roof decks with BBQs and fire pits, a fitness room, and a club room.  The building is generally four stories in height with a five story section at its eastern edge framing the new proposed Schiller Street entrance for the Alameda Marina Master Plan project.  A link to the June 24, 2019 Planning Board Study Session Staff Report is available at: <https://alameda.legistar.com/LegislationDetail.aspx?ID=3983631&GUID=10F56481-1C9F-42AB-BD22-72BFD2ED5402&FullText=1> .

At this time, the applicant invites the Board to review and comment on the design drawings (Exhibit 1).  Comments on the design will be considered by staff and the applicant for final plans to be presented to the Planning Board for Design Review approval late September.  No action is required by the Board.

RECOMMENDATION

Review and comment on the architectural drawings for the first residential building to be constructed at Alameda Marina.
