EXECUTIVE SUMMARY
The Veterans Building located at 2203 Central Avenue is used daily by the community, veteran's associations, Alameda Recreation and Parks Department, and Alameda Free Library for a variety of activities. The Public Works Department found a potential for mold in the basement area of the Veterans Building, and called in an Industrial Hygienist, Cal Inc., to perform air samples. The vendor confirmed the existence of mold. City staff called in several service providers to provide a quote for the abatement. At the same time, in the interest of public safety, the building was temporarily closed after consultation with the City's Risk Manager. These actions were taken as an emergency response until the building was made safe and usable. Restoration Management Company (RMC) was awarded the abatement contract. The abatement work was completed in two phases and the Veterans Building was reopened.
BACKGROUND
On May 1, 2019, RMC provided Public Works with a proposal for containment, abatement and sanitizing of all areas of the basement and first floor, Room 271, consistent with the mold report completed by Cal Inc. The Service Provider Agreement (see Exhibit 1) was for an amount not to exceed $59,879.20, with funds available under Capital Improvement Program (CIP) 91609706 for the Veteran's Building. The duration of the work was 10 days, beginning on May 29, 2019. When the work was complete, the original area was re-tested and deemed safe for habitation.
