EXECUTIVE SUMMARY

The City Hall building facility requires constant attention to ensure the fa?ade presents an appropriate degree of cleanliness and upkeep. At this time, the exterior walls are in need of waterproofing restoration. Garland/DBS was the selected firm to provide this service following a competitive solicitation. Staff recommends awarding a contract to Garland/DBS in an amount not to exceed $270,381.

BACKGROUND

The City of Alameda (City) is in need of the services of an outside organization to waterproof the exterior walls of City Hall. This work includes preparation by rinsing, cleaning, and power washing; sealing all defective mortar and cracks; and finally applying the sealant.

DISCUSSION

City staff reached out to prequalified contractors under the Master Intergovernmental Cooperative Purchasing Agreement (MICPA) and selected the lowest most responsive bid. Staff recommends awarding a contract to Garland/DBS for a total amount of $270,381. The bidder was informed that they shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. The contract is attached as Exhibit 1.

ALTERNATIVES

* Execute the Agreement for City Hall exterior waterproofing.
* Do not execute the Agreement, leaving the exterior walls of City Hall in need of waterproofing.

FINANCIAL IMPACT

The funds for the City Hall exterior walls waterproofing work are budgeted in the Public Works Department's Project No. 91609706, City Buildings, included in the Capital Improvement Program.
