Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur. 

 

Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date, or the Planning Board or City Council call for review a Zoning Administrator or Community Development Department decision during this appeal period.  All appeals and call for reviews will be heard at a public hearing before the Planning Board.

3.                      Click on the Map Marker (i.e. dot on the map) to display the project summary sidebar. 

4.                      To view the project file, click on the “More details” button.  A new window will appear.

5.                      In the new window that opens, click on “Record Info” tab and then click “Project Documents” in the drop down menu.  A list of project documents will display.

PLN18-0180 -- Administrative Use Permit & Design Review - 2308 Clement Avenue - Applicant:  Arthur Mecardo. Public hearing to consider Use Permit and Design Review approval to allow the construction of an approximately 1,500-square-foot two-story residential building located at the rear of an existing residential property. The new structure will contain an approximately 810-square-foot residential unit above a two-car garage. The project also consists of an approximately 500-square-foot third-floor addition located at the rear of an existing approximately 5,000-square-foot residential building. The property is listed on the Historical Building Study List with an “S” designation. This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 Existing Facilities, and 15303 - New Construction or Conversion of Small Structures.

PLN19-0439 - Administrative Use Permit - 1620 Park Street - Applicant:  Kendy Li for Fire Wings, LLC. Public hearing to consider a use permit to allow outdoor seating with the capacity for 12 seats for a new restaurant. The outdoor seating will be located along the south side of the building. The proposed hours for the outdoor seating will be between 11:00 A.M and 12:00 A.M., seven days a week. The project is located within the NP-GD (North Park Street Gateway Sub District) zoning district. The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 - Existing Facilities.

PLN19-0490 - Administrative Use Permit - 2310 South Shore Center - Applicant:  Susan Thomas for PETCO. Public hearing to consider a use permit to allow a full service veterinary clinic within an existing pet shop of approximately 10,600 square feet located in South Shore Shopping Center. The veterinary clinic will occupy approximately 1,640 square feet within the existing shop and does not include expansion of the building or exterior modifications. The clinic will not provide overnight stay for animals. The project is located within the C-2-PD (Central Business District-Planned Development Combining District) zoning district. The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 - Existing Facilities.

PLN17-0336 -- Variance & Design Review - 541 Pacific Avenue - Applicant:  James Liang. Public hearing to consider a Variance to the perimeter landscaping requirements in Alameda Municipal Code Section 30-7.10 in order to allow the relocation of an existing driveway to the side yard of an existing residential property. The project also consists of replacing a garage door with a window on the front elevation of an existing single-family home. This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 Existing Facilities.

2300 Encinal Avenue, PLN19-0414 (Action Date 11-4-19)

 

DESIGN REVIEW - The project consists of constructing a new fully enclosed trash enclosure and pergola to serve an existing commercial property. The project also consists of removing an existing trash enclosure that is in deteriorating condition and replacing three windows on the side elevation of the commercial unit facing Oak Street. General Plan: Community Commercial Zoning: C-C-T, Community Commercial-Theatre Combining District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. 3268 Encinal Avenue, PLN19-0138 (Action Date 11-4-19)

 

DESIGN REVIEW - The project consists of an approximately 1,134-square-foot basement conversion to living space that will result in raising an existing 1,118-square-foot one-story single family home by approximately 5’-10” feet. The new ground floor and crawlspace will increase the existing building height from 21-feet 10-inches to 27-feet 8-inches which is less than the 30-foot maximum building height allowed for the property. The project also consists of relocating the front porch and entrance to the ground floor level and an approximately 35-square-foot addition to the rear of the new second story. All new materials and windows will be consistent with the original architecture. The building is listed on the Historical Building Study List with a “B” designation. General Plan: Low-Density Residential Zoning: R-1 (One-Family Residence) Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. 1506 Lincoln Avenue, PLN19-0332 (Action Date 11-4-19)

 

DESIGN REVIEW - The project consists of the demolition of approximately 112-square-feet located within two-stories at the rear of an existing four-plex that is currently under renovation.  The portion of the structure to be removed currently sits across the shared property line with the adjacent property at 1550 Benton Street.  When completed the four-plex will be entirely within the property boundaries of 1506 Lincoln Avenue.   The new exterior walls with have horizontal wood siding to match the existing four-plex.  General Plan: Medium-Density Residential Zoning: R-4, Neighborhood Residential District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. DESIGN REVIEW - The project consists of the removal of two French doors on the front elevation of an existing single family residence.  The wood French doors will be removed and the opening will be patched with horizontal lap wood siding to match the existing siding of the lower floor. DESIGN REVIEW - The project consists of replacing an approximately 750-square-foot split level portion of an existing 1,992 square foot single-family home with a two-story addition of approximately 1,500 square feet. The new second story is setback 48 feet from the front elevation of the ground floor. 2825 Van Buren Street, PLN19-0440 (Action Date 11-4-19)

 

DESIGN REVIEW & CERTIFICATE OF APPROVAL - The project consists of a Certificate of Approval to demolish an approximately 140-square-foot detached garage that was built prior to 1942. The parking space inside the garage will be relocated to the existing driveway on the property. The project also consists of an approximately 278-square-foot third-story addition located at the rear of an existing single-family home. Additionally, the project will restore the entry stairs on the front elevation, and replace an existing approximately 182-square-foot second story deck. The property is listed on the Historical Building Study List with an “S” designation. General Plan: Low-Density Residential Zoning: R-1 (One-Family Residence) Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. DESIGN REVIEW - The project consists of adding a patio cover of 391 square feet above an outdoor patio area of an existing restaurant. The patio cover will be attached to the building on the east and south elevations and will include a covered roof. General Plan: Community Commercial Zoning: C-C (Community Commercial) Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities.
