EXECUTIVE SUMMARY

 

The proposed resolution amends the salary of the Construction Inspection & Survey Supervisor position commensurate to an increase in scheduled work hours from 36 to 40 hours per week. The work schedule change is necessary so that the Construction Inspection Unit has consistent supervision during its scheduled five-day work week and so that the Supervisor position is available to inspect work conducted by the City of Alameda’s (City) contractors throughout the week. MCEA has reviewed and agreed to the salary and schedule changes.

 

BACKGROUND

 

The Public Works Department contracts out various construction work, such as road repaving, and requires City Construction Inspectors to monitor and inspect the work such that it complies with specifications. Because the City’s contractors conduct their work on a five-day work schedule, the Construction Inspection Unit must also work a five-day work schedule. In the most recent contract negotiations, the City and Alameda City Employees Association (ACEA) agreed to expand the work schedule of Construction Inspectors to five days, 40 hours per week effective December 28, 2018. The Public Works Department recommends increasing the Construction Inspection & Survey Supervisor work schedule to five days, 40 hours per week in order to provide consistent supervision. This position is currently vacant. A commensurate increase in salary requires revision to the MCEA salary schedule.

 

DISCUSSION

 

The Construction Inspection & Survey Supervisor position is currently vacant and the Public Works Department is looking to fill it. The position, however, is currently scheduled to work four days per week and is responsible for supervising Construction Inspectors, who work five days per week. The Public Works Department recommends increasing the Supervisor’s work schedule to five days, 40 hours per week and also increase the position’s salary commensurate to the increase in work hours before filling the position.

 

The current MCEA Memorandum of Understanding (MOU) permits the City to change scheduled work hours to 40 or 37.5 hours per week with approval of the Department Head and City Manager. However, because this position is in the MCEA bargaining group and is Fair Labor Standards Act (FLSA) exempt, its salary is published on an annual basis. A commensurate, hour-for-hour wage increase for this supervisor position requires revision to the MCEA salary schedule. The proposed revision to the MCEA salary schedule below will become effective December 8, 2019, if approved.

 

 

The proposed salary and schedule changes have been reviewed and agreed upon by MCEA.

 

ALTERNATIVE

 

Alternatives include:

1.                     Authorize adoption of a resolution amending the MCEA Salary Schedule for the Construction Inspection & Survey Supervisor.

2.                     Direct staff to keep the Construction Inspection & Survey Supervisor at a four-day, 36 hours per week schedule.

 

FINANCIAL IMPACT

 

The cost of the additional salary at top step, including health and retirement benefits, is estimated to be $18,300 annually. The Public Works Department expects to absorb the additional salary and benefits cost within their current budget. Future budgets will be based on the revised salary schedule.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is in conformance with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

Adoption of a revised salary schedule is not subject to environmental review in that it is not a “project” as defined by California Environmental Quality Act (CEQA).  A “project” does not include the creation of governmental funding mechanisms or other governmental fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.  CEQA Guidelines, section 15378(b)(4). 

 

CLIMATE IMPACT

 

Adopting a resolution revising the MCEA Salary Schedule has no impact on the climate.

 

RECOMMENDATION

 

Adopt a resolution amending the MCEA Salary Schedule, effective December 8, 2019, to reflect a new salary for the Construction Inspection & Survey Supervisor commensurate with an increase in scheduled working hours.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends approval.  It is consistent with the current MCEA Memorandum of Understanding.
