BACKGROUND

In July 2018, the Alameda City Council in July 2018 adopted a citywide Economic Development Strategic Plan (EDSP) as the long-term (five to ten years) roadmap for business attraction, retention, and workforce development activities. The EDSP identifies specific goals, strategies, and actions necessary to create, support and attract businesses and jobs, diversify the local economy, and maintain fiscal health. The EDSP and its Background Report can be found on the City's website at:

Before the Council vote, the EDSP was unanimously endorsed by the Economic Development Advisory Panel (EDAP) in June 2018. The EDAP played a major role in the development of the EDSP. Four EDAP members were appointed to the original Ad Hoc Committee that created the initial framework for the EDSP. The EDAP also had four members on the subsequent 21-member Community Task Force that directed the drafting of the EDSP.

DISCUSSION

With the adoption of the EDSP, the City Council assigned the EDAP with the responsibility to track and monitor the City's progress in implementing the strategies. The Exhibit 1 spreadsheet outlines the City's progress in the EDSP's ten priority areas, including the following six business sectors and four critical services to support Alameda's economic resiliency:
