EXECUTIVE SUMMARY
A resident of the City of Alameda (City) must be appointed to represent the City on the Alameda County Mosquito Abatement District Board (Board). In 2015, Wendi Poulson was appointed to serve on the Board. Her first term began on November 1, 2015, and her current term will expire on January 1, 2020. Mayor Ezzy Ashcraft interviewed Wendi Paulson and recommends she be reappointed.
BACKGROUND
The Board is composed of 14 members, one member from each Alameda County city and one member from the County-at-large. The Board determines the general policies to be followed, employs the District manager, approves the annual budget, and controls the expenditures. Each fiscal year, the Board determines the rates of the special tax and benefit assessment that will be levied upon property owners. Funds are held in a trust fund by the County Treasurer and paid out on warrants approved by the Board and authorized by the County Auditor.
DISCUSSION
If approved by the City Council, Wendi Poulson will begin serving her third two-year term on the Board beginning on January 2, 2020. The two-year term will expire January 1, 2022. At this time, Wendi Poulson is the Vice-President of the Board and the Board will consider appointing Wendi Paulson to serve as President.
