EXECUTIVE SUMMARY

 

The proposed resolution amends the salary ranges of the Finance and Utility Billing Manager and the Support Services Manager job classifications based on a total compensation study that was completed as part of the recent contract negotiations. The Electric Utility Professionals of Alameda (EUPA) has reviewed and agreed to the salary and title changes.

 

BACKGROUND

 

During the EUPA contract negotiations, the City of Alameda (City) approved equity adjustments for three classifications (Senior Electrical Engineer, Line Superintendent and Engineering Manager). The City also agreed to complete a job description review and salary study for the classifications of Utility Information Systems Billing Technician, Utility Information Systems Billing Specialist, Financial Services Supervisor, and Administrative Services Coordinator-AMP and return to the City Council if salary increases were recommended when this work was completed. The City also agreed that any salary adjustments recommended would be retroactive to the pay period beginning May 26, 2019.  This work has now been completed and staff are recommending salary increases for the Finance and Utility Billing Manager and the Support Services Manager.  The recommended increase in salary and job title changes require revision to the EUPA salary schedule.

 

DISCUSSION

 

Human Resources staff have now completed the work agreed to in the new EUPA labor agreement. Staff have worked with employees in the following job classifications to revise their respective job descriptions: Finance and Utility Billing Manager (formerly Financial Services Supervisor), Utility Billing Specialist (formerly Utility Information System Billing Specialist), and Utility Billing Technician (formerly Utility Information System Billing Technician). No changes were recommended for Administrative Services Coordinator-AMP. In addition, the Support Services Manager (formerly Support Services Supervisor) job classification had recently been updated, but a compensation study had not been completed.

 

Once the job descriptions were completed, a total compensation survey was conducted and recommendations for adjustments were made based on the outcomes of the survey process and reviewing internal alignment. The recommendation is to increase the Finance and Utility Billing Manager salary range by 4.0% and the Support Services Manager by 10.18%, effective May 26, 2019. Based on the outcomes of the compensation studies completed for Utility Billing Specialist, Utility Billing Technician, and Administrative Services Coordinator-AMP, no increases are recommended at this time. The recommended increases noted above do not result in any compaction with other job classifications.

 

The proposed revision to the EUPA salary schedule are as follows:

 

 

The proposed salary and title changes have been reviewed and agreed upon by EUPA. The Civil Service Board approved the title changes at their October 2, 2019 meeting.

 

ALTERNATIVE

 

                     Amend the EUPA Salary Schedule to reflect a new salary for two positions and revised job classification titles for three positions retroactive to May 26, 2019, as agreed to in negotiations.

                     Request additional work be completed to confirm the equity increases can be supported.

 

FINANCIAL IMPACT

 

The cost of the increased salaries at top step and retirement benefits is estimated to be $25,000 annually. The Alameda Municipal Power Department expects to absorb the additional salary and benefits cost within their current budget.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is in conformance with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

Adoption of a revised salary schedule is not subject to environmental review in that it is not a “project” as defined by CEQA.  A “project” does not include the creation of governmental funding mechanisms or other governmental fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.  CEQA Guidelines, section 153717(b)(4).  

 

CLIMATE IMPACT

 

Adopting a resolution revising the EUPA Salary Schedule does not have any climate impacts.

 

RECOMMENDATION

 

Adopt a resolution amending the Electric Utility Professionals of Alameda (EUPA) Salary Schedule to reflect a new salary for the Finance and Utility Billing Manager and the Support Services Manager and revised job classification titles for Finance and Utility Billing Manager, Utility Billing Specialist, and Utility Billing Technician retroactive to May 26, 2019.

 

CITY MANAGER RECOMMENDATION

The City Manager recommends adoption of the resolution amending the EUPA salary schedule.
