EXECUTIVE SUMMARY
In 2011, the City of Alameda (City) was awarded a Highway Safety Improvement Project (HSIP) grant and Transportation for the Clean Air (TFCA) funds for the Park Street Corridor Safety and Operations Improvement project. On April 3, 2018, the City Council awarded a contract to Ray’s Electric in the amount of $333,080 for the final phase of the traffic signal upgrades along the Park Street corridor between Blanding Avenue and Encinal Avenue. On May 7, 2019, the City Council approved a First Amendment to Agreement to Ray’s Electric in the amount of $99,750 for unforeseen extra work and additional project components, for a total contract price of $432,830.
BACKGROUND
Construction work on this project included the installation of new signal cabinets and controllers with video detection, emergency vehicle preemption, transit signal priority system and the installation of Americans with Disability Act compliant pedestrian push buttons. Collectively, these improvements have the ability to reduce traffic delay in the corridor, reduce CO2 and pollutant emissions, improve transit headway times, and reduce emergency response time. Modifications to the signal timing along the Park Street corridor are not a part of this construction scope and will be implemented through a separate process. Traffic signal equipment upgrades were done at the following intersections:
1. Park Street and Blanding Avenue
2. Park Street and Clement Avenue
3. Park Street and Buena Vista Avenue
4. Park Street and Tilden Avenue
5. Park Street and Santa Clara Avenue
6. Park Street and Central Avenue
DISCUSSION
The project has been completed and is acceptable to the Public Works Department. The final project cost is $419,295.03.

FINANCIAL IMPACT
The funds were budgeted in the Capital Project Fund as part of the Capital Improvement Program Project 91170, Park Street Corridor Safety and Operations Improvement, which is funded through the federal HSIP and TFCA funds. Caltrans awarded the City $607,000 from HSIP and $191,000 was provided as a match from the TFCA for a total project cost of $798,000 to cover construction costs. Additional grant funds were also awarded for preliminary engineering costs. There was no impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This project is consistent with goals identified in the Transportation Element of the City's General, which includes planning, developing and maintaining a safe, barrier-free and efficient transportation system to provide the community with adequate present and future mobility.
The project also addresses Objective 4.1.1: Provide for the safe and efficient movement of people, goods, and services; Objective 4.1.3: Preserve mobility for emergency response vehicles and maintain emergency access to people and property, and Objective 4.1.5: Consider the transportation needs of the community, including those with limited mobility options.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c) - Existing Facilities and 15304(c) - Minor Alterations to Land In accordance with the National Environmental Policy Act, this project is a Categorical Exclusion under 23 Code of Federal Regulations 771.117(c): activity (d)(2).
CLIMATE IMPACTS
Improving efficiency in our overall transportation system helps to mitigate and minimize vehicle emissions. Additionally, greenhouse gas reductions are also a likely outcome when it is easier and more convenient for people to move around on foot and by bicycle.
RECOMMENDATION
Accept the work of Ray’s Electric for Park Street corridor safety and operations improvements, no. P.W. 03-15-03.
