EXECUTIVE SUMMARY

Eric Levitt has been serving as City Manager since April 10, 2019. Mr. Levitt's current employment agreement does not include a provision for salary increases. The Alameda City Council has met and reviewed the performance and compensation for Mr. Levitt and determined he should be eligible for the same salary increases as the City's Miscellaneous bargaining groups. These groups received a 3% salary adjustment on January 5, 2020. Additionally, his annual $6,000 transportation allowance will be included is in his base pay and no longer be a stand-alone item.

BACKGROUND

Mr. Levitt has been the City Manager since April 10, 2019. Mr. Levitt has over 25 years of experience working in local government and over 18 years of experience in the City Manager role. Mr. Levitt is currently earning $259,000 annually. He receives a $6,000 transportation allowance and an annual $12,000 contribution to deferred compensation.

DISCUSSION

The recommended amended agreement includes the following changes:

* Effective January 5, 2021 the $6,000 transportation allowance will be discontinued and rolled in Mr. Levitt's base salary. His new base salary will be $265,000.
* Effective January 5, 2020 Mr. Levitt will receive a 3% salary increase. This aligns with the increases negotiated with City Labor Groups and granted to Department Directors.
* Starting the first full pay period after April 10, 2021 and annually thereafter, Mr. Levitt shall receive the same percentage salary increases that has been provided to employees in the Executive Management Compensation Plan (EXME) within the 12 months prior to April 10 of each year.

FINANCIAL IMPACT

It is estimated that the increased cost will be $6,000. Funds for this position are already included in the City Manager's department...
