BACKGROUND
The Alameda Point Gymnasium (Gym) is a heavily utilized recreation facility with large tournaments often hosted at the Gym on weekends. The existing restrooms inside the facility are not sufficient for the volume of people attending and do not function well due to old Navy sewer pipe infrastructure and a high water table.
The original project budget for construction of a modular restroom building to serve the Gym was $280,000. This project is managed by Public Works as part of the Capital Improvement Program for Building Maintenance.
During the design process toward the end of 2018, it was determined that this would not be a sufficient budget to complete the project. Subsequently, in the FY 18-19 mid-year budget, the City Council authorized an additional $250,000 for the Gym Restroom project. The project design resumed and as Public Works staff did further work on the utility design, it was determined that the site work costs will be nearly equivalent to the restroom purchase and installation due to difficult site conditions. The total project budget is now $530,000.
DISCUSSION
The Gym restroom is planned to be on the northwest side of the gym on the parking lot side, accessible from an existing exit within the Gym. This specific location is necessary to keep it out of a flood zone area which would significantly change and increase building requirements. This restroom serves as facilities for Gym users with a fenced area and breezeway to the restrooms. It will also serve skate park users with two exterior facing restrooms.
