BACKGROUND

 

The Alameda Point Gymnasium (Gym) is a heavily utilized recreation facility with large tournaments often hosted at the Gym on weekends.  The existing restrooms inside the facility are not sufficient for the volume of people attending and do not function well due to old Navy sewer pipe infrastructure and a high water table.

 

The original project budget for construction of a modular restroom building to serve the Gym was $280,000. This project is managed by Public Works as part of the Capital Improvement Program for Building Maintenance.

 

During the design process toward the end of 2018, it was determined that this would not be a sufficient budget to complete the project.  Subsequently, in the FY 18-19 mid-year budget, the City Council authorized an additional $250,000 for the Gym Restroom project.  The project design resumed and as Public Works staff did further work on the utility design, it was determined that the site work costs will be nearly equivalent to the restroom purchase and installation due to difficult site conditions.  The total project budget is now $530,000.

 

DISCUSSION

 

The Gym restroom is planned to be on the northwest side of the gym on the parking lot side, accessible from an existing exit within the Gym.  This specific location is necessary to keep it out of a flood zone area which would significantly change and increase building requirements.  This restroom serves as facilities for Gym users with a fenced area and breezeway to the restrooms.  It will also serve skate park users with two exterior facing restrooms.

 

Two layout options are provided. 

 

Option 1 has male and female restrooms for the gym users with four toilets in the women’s and two toilets and two urinals in the men’s.  It also includes two exterior facing gender neutral, single stall restrooms for skate park and other community users.  It has a smaller breezeway between the gym and restroom.  This option costs approximately $270,000 for materials and installation.  It has a total of 10 fixtures (toilets and urinals).

 

Optional 2 has six gender neutral restrooms that are fenced in for the gym users and two gender neutral exterior facing restrooms for the skate park users.  This option costs approximately $180,000 for materials and installation.  It has a total of 8 fixtures (toilets and urinals).  This option is recommended by City staff.  Gender neutral restrooms provide more efficient usage than single gender restrooms, are a more respectful and inclusive approach to restrooms, and also are a lower cost option to keep the project within budget.

 

Both options have a gate on the street side so that the gym users can choose to provide exterior access if they do not want restroom users exiting near a court that is in use.

 

FINANCIAL IMPACT

 

This project is currently funded from Capital Improvement Projects with a total budget in the amount of $530,000.

 

RECOMMENDATION

 

To approve a layout design for the Alameda Point Gymnasium restroom.
