EXECUTIVE SUMMARY
On August 12, 2019, the City Manager executed an agreement with ENGEO, Incorporated (ENGEO) in the amount of $74,700 for geotechnical services related to the Seaplane Lagoon Ferry Terminal Project (Project). As a result of additional pile driving and landside work, which required additional geotechnical services, staff recommends that the City Council authorize the City Manager to execute an amendment to the agreement with ENGEO to increase its compensation by $23,800, for a total contract amount of $98,500.
BACKGROUND
On August 12, 2019, the City entered into a contract with ENGEO in the amount of $74,700 to provide construction administrative services, including geotechnical testing to confirm estimates of onshore and offshore subsurface conditions during construction of the Project (Exhibit 1).
Additional pile driving and other landside work require additional geotechnical services in excess of those originally contemplated in the 2019 agreement. ENGEO has provided a budget to complete the additional work for $23,800. This first amendment to the agreement will increase the compensation to more than $75,000; therefore, City Council approval is requested for the amendment (Exhibit 2).
DISCUSSON
Founded in 1971, ENGEO is a highly regarded firm of engineers, geologists, environmental scientists and hydrologists. With offices throughout California, ENGEO has done work on the Treasure Island/Yerba Buena Reuse and Hunter’s Point Shipyard redevelopment and Mare Island Naval Base Shipyard redevelopment. ENGEO has previously provided a preliminary geotechnical exploration for the Alameda Point development in 2003, and for two Master Developers of the Alameda Point site, as well as in support of the City’s infrastructure planning and CEQA process. In 2016, ENGEO performed initial planning and feasibility testing for the Project and in 2019, under the current contract, ENGEO has tested and reviewed the deep soil mixing (DSM) planning and implementation and the pile driving plan.
The proposed amendment is needed to complete testing and observation of the pile driving activities and landside improvements and provide written confirmation of the geological testing for the Project.
ALTERNATIVES
• Approve the first amendment to the agreement adding $23,800 to the budget to complete the required geotechnical services described above.
• Decline to approve the amendment to the agreement and direct staff to retain a different geotechnical firm.
• Decide not to provide any additional testing or observation services at this time. A new firm would need to get up to speed on the work that has already occurred and still needs to be confirmed and tested. ENGEO’s experience and expertise on the Project would be difficult to duplicate while keeping the project on schedule. A decision to decline to provide additional testing or observation services would put the Project at risk by not having the geotechnical stability of the piles and landside improvements professionally tested and confirmed for suitability of use.
FINANCIAL IMPACT
Sufficient appropriation are available to cover the cost of the additional tasks included in the amended work scope in the Capital Projects Fund (Fund 310), Project 91814, Seaplane Lagoon Ferry Terminal.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the updated Ferry Terminal Plan approved on September 4, 2018, and is consistent with the Community Reuse Plan, the General Plan, and the Waterfront and Town Center Plan for Alameda Point.
ENVIRONMENTAL REVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15061(b)(3).
CLIMATE IMPACTS
This action has no climate impacts.
RECOMMENDATION
Authorize the City Manager to execute an amendment to an agreement with ENGEO to increase the compensation by an amount not to exceed $23,800 for a total contract amount of $98,500 for geotechnical services related to the Seaplane Lagoon Ferry Terminal.
