EXECUTIVE SUMMARY

 

On May 7 2019, the City Manager, on behalf of the City of Alameda (City), executed a 24-month contract with Ghirardelli Associates (Ghirardelli) in the amount of $452,904 for construction management services for the Seaplane Lagoon Ferry Terminal project (Project). As a result of a projected completion schedule that extends beyond original estimates, staff recommends that the City Council authorize the City Manager to execute an amendment to the agreement with Ghirardelli to increase its compensation by $192,232, for a total contract amount of $645,136.

 

BACKGROUND

 

On May 7, 2019, the City entered into a contract with Ghirardelli in the amount of $452,904 to act as the City’s representative/construction manager providing the oversight and quality assurance for the Project construction (Exhibit 1).

 

At the time the contract was executed, the construction completion date was projected for February 2020.  The new projected completion date is late March/early April.  In addition, the amendment includes costs for management and inspection of any post-construction work through the middle of June, should it be necessary. Ghirardelli has provided a budget to complete the additional work for $192,232 (Exhibit 2).

 

DISCUSSION

 

Ghirardelli was founded in 1999, and is a premier construction management company serving local agencies throughout California, including cities, counties, regional transportation agencies, mass transit, and port agencies.  Ghirardelli has specific, relevant experience working with the Water Emergency Transportation Authority (WETA) on a number of projects, including the Richmond Ferry Terminal, South San Francisco Oyster Point Ferry Terminal, and Pier 9 Lay-over Berthing Facility and Passenger Float construction. 

 

Mr. William Davis was the lead construction manager on the projects listed above. He has been with Ghirardelli Associates for 12 years and has forty-one years of experience in underwater construction/repair, project and construction management inspection, civil construction, marine construction and environmental response.

 

The proposed amendment is needed to continue construction management through the end of the Project and post-construction as needed to address any outstanding issues.

 

ALTERNATIVES

 

                     Staff recommends that the City Council approve the amendment to the agreement adding $192,232 to the compensation to be paid to Ghirardelli to complete the construction management through the end of the Project construction and post-construction.

 

                     The City Council could decline to approve the amendment to the agreement and direct staff to retain a different construction management firm or rely on City staff to provide the additional construction management through the end of the project.  A new firm would need to get up to speed on the Project and the work that has already occurred. Ghirardelli’s experience and expertise on the Project would be difficult to replace at this point of the Project.  Retraining another firm or relying on staff could put the Project at risk by not having the oversight, inspection experience or familiarity with the drawings and specifications, contractors, or progress payment tracking.

 

FINANCIAL IMPACT

 

Sufficient funds to provide the additional tasks included in the amended work scope are included in the Capital Projects Fund (Fund 310), Project 91814, Seaplane Lagoon Ferry Terminal budget.

 

POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the updated Ferry Terminal Plan approved on September 4, 2018, and is consistent with the Community Reuse Plan, the General Plan, and Waterfront and Town Center Plan for Alameda Point.

                      

ENVIRONMENTAL REVIEW

 

On April 5, 2016, the City of Alameda City Council certified the Seaplane Lagoon CEQA Addendum to the Alameda Point Final EIR in compliance with the California Environmental Quality Act (CEQA). The Addendum evaluated the environmental impacts of constructing and operating a ferry terminal at Seaplane Lagoon. No further review is required for this review of the project designs. 

 

CLIMATE IMPACTS

 

This action has no climate impacts.

 

RECOMMENDATION

 

Authorize the City Manager to execute an amendment to the agreement between the City and Ghirardelli to increase the compensation by an amount not to exceed $192,232 for a total contract amount of $645,136 for construction management, oversight and quality assurance services related to the Project.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends approval to amend the contract amount to $645,136.
