Meeting Summary
ROLL CALL
• Chair Leslie Morrison was present via teleconference. Commissioner Hall was absent. All other members were present. Commissioner Elizabeth Kenny served as Acting Chair.
MINUTES
• Minutes from the December 11, 2019 regular meeting of the Commission on Disability were approved.
ORAL COMMUNICATIONS
• No public comment was heard.
NEW BUSINESS
4A: The following is a summary of Mastick Senior Center’s presentation on the City of Alameda’s transportation program plan for seniors and people with disabilities from Victoria Williams.
• Measures B and BB fund this program and require taking program recommendations to Boards and Commissions for discussion.
• Service Overview
o The Alameda Loop Shuttle was rebranded in 2017 and now runs every 30 minutes, the average cost is $11 per ride, the max allowed is $20, recommend continuing and installing a real-time shuttle location system (not sure yet what that will include), ridership in 2019 was 9289 and in the 1st 5 months of the fiscal year already at 5478!
o Subsidized taxi services have low reliability and high costs, 766 people enrolled in the program but only 60 purchased vouchers and some did not use, recommend terminating.
o Free AC Transit Easy Passes for low-income residents have been successful, recommend expanding.
o Group trips, recommend continuing current trips.
o Door through Door services - new program - volunteers are trained to take people for rides (note these are in volunteers cars, so this is not accessible to all).
• Capital Program
o They are making improvements at bus stops to ensure ADA compliance.
• Customer Service and Outreach
o They have been providing materials, have a historical tour which Commissioner Brillinger helped with, have ads running at the Alameda Theater, etc.
• Budget
o Revenues are $578k, expenditures are $497k, $81k in reserves.
• Planning Process
o They launched a survey in December 2019, are doing current outreach with Commissions, and will submit their program plan in February 2020.
Commissioner Feedback
• More travel training classes are needed
• 297 accessible rides so far this fiscal year!
• Clipper cards are great - hope all Commissioners have
• The program has spent down their balance considerably, but cannot spend on operations. Capital improvements are one-time expenditures
• Independence Plaza is getting a crosswalk and rapid flashing beacons in front of their building
• Appreciate the concern and exploration of ideas for same day rides
• Would be great to have a program for a High School student to take public transit - take an autistic child to school on the bus - kids need community service hours
• The most confusing part of the shuttle is that there is a different schedule every day
• The shuttle service company contract is up for bid every 4 years - should include GPS in the next RFP
OLD BUSINESS

STAFF COMMUNICATIONS
• Based on Commission feedback, staff developed a new online application for people to apply for commissions: <https://www.alamedaca.gov/GOVERNMENT/Boards-Commissions/Online-Application>
• Staff reviewed and the Commissioners approved the following list of meeting presentations. In addition, staff will seek to secure presentations from Alameda Family Services regarding mental health therapy in high schools, the Police Department regarding the number of 5150s in Alameda and the resources that are devoted to mental health issues, and staff will try and determine if there is a list of people in Alameda with known disabilities or people with disabilities who have had police interactions.

• Staff reviewed all Commission sub-committees with Commissioners
• Staff discussed their response to the Council Referral regarding the size of the Commission. Staff will develop a Commission workplan for the second half of 2020, and will add developing an annual workplan to the agenda for the next annual retreat.
