EXECUTIVE SUMMARY

 

The repair and resurfacing portions of Otis Drive and Pacific Avenue was funded through a federal grant and separated from the annual repair and resurfacing project to better manage the grant fund reporting. The City Council is a being asked to accept this work as complete.

 

BACKGROUND

 

On May 7, 2019, the City Council awarded a contract in the amount of $1,392,537.60, including contingencies, to MCK Services, Inc., for the repair and resurfacing of portions of Otis Drive (Park Street to Broadway) and Pacific Avenue (Main Street to Fourth Street).  A total of 0.54 miles of roadway was repaired.

 

DISCUSSION

 

The City of Alameda (City) has over 125 centerline miles of roadway providing access and circulation to every resident and business. The City’s Pavement Management Program, in combination with the City’s Maintenance Service Center, works to maintain this network through a combination of maintenance and rehabilitation activities including an annual capital project.  The repair and resurfacing of portions of Otis Drive and Pacific Avenue was funded through a federal grant and separated from the annual repair and resurfacing project to better manage the grant fund reporting.

 

Otis Drive and Pacific Avenue were resurfaced with asphalt concrete from Broadway to Park Street and Fourth Street to Main Street, respectively. A detailed striping plan was developed for each street to improve traffic safety. A five to three lane conversion with the inclusion of buffered bike lanes was planned for the resurfaced portions of Pacific Avenue; however, the approved environmental clearance for the grant project did allow for changes to the lane configurations. Staff intends to include buffered bike lanes following the closeout of the federal grant. New detectable warnings (truncated domes) will be added to all curb ramps that lack them at present, in accordance with the Americans with Disabilities Act Accessibility Guidelines.

 

The project was completed in accordance with the plans and specifications, and is acceptable to the Public Works Department.  The final cost, including all change orders, is $1,345,008.96.

 

ALTERNATIVES

 

                     Accept the work for the repair and resurfacing of portions of Otis Drive and Pacific Avenue.

                     Do not accept the work for the repair and resurfacing of portions of Otis Drive and Pacific Avenue.

 

FINANCIAL IMPACT

 

The funds were budgeted in the Public Works Department account for the Capital Improvement Program (CIP) (Project 91347), $634,900 One Bay Area Grant (OBAG) grant and local match funding of $194,100 from Measure B, Local Streets and Roads.  An additional $750,000 in funding was reallocated from CIP 91810, Pavement Management to complete the project.  There is no impact to the General Fund.

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities.

 

CLIMATE IMPACTS

 

There are no climate impacts to this report. This project is consistent with the Climate Action and Resiliency Plan by requiring recycling of 80% of all construction waste.

 

RECOMMENDATION

 

Accept the work of MCK Services, Inc. for the repair and resurfacing of portions of Otis Drive and Pacific Avenue, No. P.W. 03-15-02.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends acceptance of the work of MCK Services, Inc.
