(Community Development)
Body
To: Honorable Mayor and Members of the City Council
EXECUTIVE SUMMARY
The City of Alameda (City) has received private party interest in licensing the Northwest Territories at Alameda Point. The inquiry initiates the need to identify real property negotiators to represent the City in connection with such prospective negotiations. As such, staff is recommending that the City Council designate City Manager Levitt, Assistant City Attorney Maxwell, Community Development Director Potter, and Assistant Community Development Director Mocanu, as the real property negotiators, which will allow them to meet with City Council in closed session to discuss price, terms and conditions related to the possible licensing of the Northwest Territories in a manner compliant with all applicable laws and represent the City in negotiations with a public or private party.
BACKGROUND
A portion of the former Naval Air Station Alameda consisting of approximately 1,704 acres at Alameda Point are sometimes referred to as the Northwest Territories. The Porsche Club of America, Inc. would like to enter into a license agreement with the City for use of the Northwest Territories for an autocross event.

This will allow City Manager Levitt, Assistant City Attorney Maxwell, Community Development Director Potter, and Assistant Community Development Director Mocanu, to negotiate on the City’s behalf, based on direction provided by the City Council.
