EXECUTIVE SUMMARY

The City of Alameda (City) has received private party interest in leasing Building 14 at Alameda Point. The inquiry initiates the need to identify real property negotiators to represent the City in connection with such prospective negotiations. As such, staff is recommending that the City Council designate City Manager Levitt, Assistant City Attorney Maxwell, Community Development Director Potter, and Assistant Community Development Director Mocanu, as the real property negotiators, which will allow them to meet with the City Council in closed session to discuss price, terms and conditions related to the possible lease, offer Building 14 for lease in a manner compliant with all applicable laws, and represent the City in negotiations with a public or private party.

BACKGROUND

Building 14, containing approximately 31,394 rentable square feet and located at 1800 Ferry Point on Alameda Point, is currently leased to Navigator Systems. Navigator Systems has leased the premises since August 1, 1997.

The current lease agreement was entered on December 1, 2013, with Navigator Systems for Building 14 with a term of 84 months (seven years), plus one five-year extension option, for use as an incubator environment to provide productive, collaborative and promotional facilities for designers, craft workers, artists, engineers, musical instrument restoration specialists and light artisanal manufacturing.
