Discuss Noticing Requirements for City Council Discussions of Proposed Charter Amendments (Chair Schwartz)

BACKGROUND
The City Council recently held two special meetings regarding potential Charter amendments: 1) May 6, 2020 discussion of Alameda City Charter Article 7-3 (Council Interference with City Manager Powers and Duties); and 2) May 7, 2020 discussion of Charter Article 26 (Multiple Dwelling Units). On May 11th, Paul Foreman sent an email to the City Council about the special meetings. On May 13th, Councilmember Malia Vella forwarded the email to Open Government Commission Chair Schwartz. Chair Schwartz then forwarded the email to the City Clerk and requested the matter be agenized tonight (attached).
DISCUSSION
As requested by Chair Schwartz, the item has been added to the agenda. The Commission can discuss the issue and provide direction to staff.
RECOMMENDATION
Since the item was added to the agenda at the request of Chair Schwartz, there is no staff recommendation.
