EXECUTIVE SUMMARY
In accordance with requirements of the Consent Decree, the Public Works Department is upgrading existing sanitary sewer pump stations to limit public health impacts associated with Sanitary Sewer Overflows (SSOs) and to improve reliability and safety.
BACKGROUND
The City of Alameda (City) is in need of the services of an outside organization to prepare engineering documents for the upgrade of the City’s sewer pump stations, phase 5. The work entails improvements to pump station reliability, safety and capacity. The design services include the following pump stations:
• Eighth/Taylor
• Tideway
• Eight/Portola
• Willow
• Dublin
DISCUSSION
On March 12, 2020, the Public Works Department sent out a Request for Proposal (RFP) for preparation of engineering documents for the upgrade of the City’s sewer pump stations, phase 5. To solicit the maximum number of proposals the RFP was placed on the City’s website, advertised in the Alameda Sun, provided to Builders Exchanges throughout the Bay Area, and notices were sent to consultants on the Public Works Department Consultant Listing. The RFP due date was April 16, 2020 and only one proposal was received. The consultant is:

After reviewing the written proposal, the consultant was invited to a selection interview, and was determined to be qualified to fit the City’s needs. Public Works staff contacted several references provided by the consultant and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of their work. The consultant team has designed the majority of the pump station upgrade projects completed to date in the City. The consultant has proven to be responsive and possesses expert knowledge of pump station design.
Schaaf & Wheeler is a full-service engineering firm with very specific expertise in the combination of civil, geotechnical, mechanical and electrical engineering required to design sewer lift stations and wastewater systems of this scale and complexity. While their work is critical to the city’s infrastructure needs, the work is intermittent and therefore more cost efficient to be done on an as-needed contract basis.
Staff recommends awarding a contract to Schaaf & Wheeler in the amount of $544,392 which includes a 10% contingency. The contract is attached as Exhibit 1.
ALTERNATIVES
• Award the contract to Schaaf & Wheeler
• Do not award this contract. Not awarding would delay the project putting the City behind in meeting the compliance with the Consent Decree and subject to enforcement by the Environmental Protection Agency.
FINANCIAL IMPACT
The project is budgeted in the Public Works Department’s Capital Improvement Program (Project 91008) funded with monies from the Sewer Enterprise Fund (Fund 0602). There is no impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action does not affect the Alameda Municipal Code.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(b), Existing Facilities.
CLIMATE IMPACT
The award of this agreement will not have an effect on the climate.
RECOMMENDATION
Authorize the City Manager to execute a one year agreement with Schaaf & Wheeler in an amount not to exceed $544,392 for the preparation of engineering documents for the upgrade of the City of Alameda sewer pump stations, phase 5.
CITY MANAGER RECOMMENDATION
The City Manager recommends approval to execute an agreement in an amount not to exceed $544,392.
