EXECUTIVE SUMMARY

 

The City Council must participate in the Institute of Local Government’s Beacon Program in order to be eligible for a Beacon Award for sustainability best practices. Adopting the resolution attached as Exhibit 1 has no impact other than making the City of Alameda (City) eligible to receive this award.

 

BACKGROUND

 

In September 2019, the City Council adopted a Climate Action and Resiliency Plan for Alameda, also known as the CARP. The CARP has been well regarded by state and regional agencies, community partners, and nonprofits, such as the Institute for Local Government (ILG). In spring 2020, ILG encouraged the City to submit an application for the Beacon Program’s sustainability award in light of the City’s work on the CARP and its implementation.

ALTERNATIVES

 

Staff is recommending that the City Council adopt the attached resolution.

 

Alternatively, the City Council could take no action.

 

FINANCIAL IMPACT

 

There is no financial impact from participating in the ILG Beacon Program.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

There is no impact to the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

The California Environmental Quality Act (CEQA) applies only to projects that have the potential for causing a significant effect on the environment. This action is not a project pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378.

 

CLIMATE IMPACTS

 

There are no climate impacts associated with this action. The CARP lays out a framework and actions for reducing greenhouse gas emissions across City operations and the Alameda community.

 

RECOMMENDATION

 

Adopt a resolution approving participation in the Institute for Local Government’s Beacon Program.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends adoption of a resolution approving participation in the Institute for Local Government’s Beacon Program.
