EXECUTIVE SUMMARY

 

The purpose of this report is to authorize approval of four separate agreements for on-call consultant services related to geotechnical engineering and construction testing services for $100,000 each per fiscal year, per consultant, for a five-year term.  All work and task orders under these agreements are restricted to the funds appropriated and available for the specific project for which the work is assigned.

 

BACKGROUND

 

On-call consultant service agreements are used for services requiring expertise that City of Alameda (City) staff does not have and/or to supplement City staff during periods of peak work demand.  Currently, there is a need for geotechnical engineering and construction testing services.

 

The work to be performed includes, but is not limited to: completing site specific soils investigations and hazardous materials assessments, developing conclusions, providing design recommendations for the construction of capital projects, reviewing construction materials submittals and providing materials testing during construction.

 

DISCUSSION

 

On March 5, 2020, the City issued a Request for Proposal (RFP) for on-call consulting services for geotechnical engineering and construction testing services.

To solicit the maximum number of proposals and most competitive price, the RFP was provided to 23 separate builders’ exchanges throughout the Bay Area and uploaded to the City’s website.  Notices were also sent to consultants on the Public Works Department Consultant List.  The proposals were due on April 2, 2020.  After a period of 29 days, 13 consultants submitted proposals.

 

The 13 proposals were received from the following firms: A3 Geo, Achievement Engineering Corp., AWR Environmental, BSK Associates, Construction Testing Services, Cornerstone Earth Group, ENGEO, Fugro, GeoCon Consultants, Geosphere Consultants, Langan, Ninyo & Moore, and Smith-Emery.

 

An evaluation panel comprised of City staff reviewed each firm based on the proposal packages submitted.  The proposals were evaluated based on years of professional experience, letter of interest, relevant experience, including local experience, responsiveness to the RFP, fee structure, client references, and overall completeness of their proposal and project approach.  Bonus points were given for being either an Alameda local business and/or holding an Alameda County local business certification.

 

Based on the results of that evaluation, staff selected four firms that would best meet the City’s needs and recommends awarding contracts to the following four consultant firms:

Each agreement would be in an amount not-to-exceed $100,000 per fiscal year for a total of five years bringing the cumulative total of each agreement to a not to exceed amount of $500,000 (see Exhibits 1 through 5).

FINANCIAL IMPACT

 

On-call contracts are not necessarily a commitment to future spending, and the on-call contractors would be called on as needed. Any expenditures for the use of the on-call contractors will be from an existing approved Capital Project budget. Funding of each work order will be from the Capital Improvement Program project for which the geotechnical engineering consulting or construction testing services are provided. While the contracts allow for up to $100,000 annually per-contract, the total expenditures for all four on-call contracts has typically been between $100,000 and $150,000 annually. There is no impact to the General Fund.

 

ALTERNATIVES

 

                     Award four agreements as recommended by staff.

                     Reduce the number of agreements awarded.

                     Reduce the scope and amount of agreements.

                     Do not award any of the agreements.  The Public Works Department is dedicated to delivering top priority projects to the community, if these agreements were not to be awarded, it would have a serious impact on staff’s ability to efficiently delivery quality capital projects to support the City.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

Selection of consultants for on-call electrical engineering services is not covered by the California Environmental Quality Act.

 

CLIMATE IMPACTS

 

The award of these agreements will not have an effect on the climate.

 

RECOMMENDATION

 

Authorize the City Manager to execute four, five-year agreements, in the amount of $100,000 each per fiscal year to BSK Associates, Construction Testing Services, ENGEO, and Ninyo & Moore for on-call geotechnical engineering and construction testing consulting services for a total cumulative amount not to exceed $500,000 each agreement.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends approval of an agreement with BSK Associates, Construction Testing Services, ENGEO and Ninyo & Moore.  This amount not to exceed $500,000 for each agreement.  The actual expenditures will be required to be within project budget amounts.
