3) Take dispositive action if sufficiently noticed such that the public and Council have been provided sufficient information by the published agenda, and no formal published notice of a public hearing is required.

Brief description of the subject to be printed on the agenda, sufficient to inform the City Council and public of the nature of the referral: On May 15, 2020, the Council adopted new rules of order governing City Council meetings.  This referral suggests minor modifications to the rules to help improve the effectiveness of Council meetings.

 

The first suggestion is that, given the increased use of Council sub-committees, Councilmember presentation time and discussion of procedural matters should be excluded from that Councilmember’s nine-minute speaking time limit.

 

The second suggestion seeks to formalize the Mayor's current practice of allowing staff presenters to complete their staff presentation before Councilmembers ask clarifying questions.

 

A draft resolution to adopt these proposed changes is attached and available for Council approval.
