Recommendation to Accept the Work of Valentine Corporation for Encinal Boat Launch Facility Project No. P.W. 04-19-19. (Recreation and Parks 280)

EXECUTIVE SUMMARY

 

On February 12, 2020, the new Encinal boat launch facility (facility) was opened to the public.  This is a new renovation and improvement to the original aged boat launch facility and an important recreational asset that continues to provide direct and free access to the San Francisco Bay for all residents.  This action will accept the work as complete.

 

BACKGROUND

 

The facility is a public marina launch and is an important recreational facility for the community of boaters, paddlers and sailors.  The work completed includes:

 

                     A new two-lane boat ramp;

                     Removal of two old piles and installation of four new piles;

                     Two boat docks - one for motorized boats and one for non-motorized watercraft;

                     New restroom, including a new outdoor shower and fish cleaning station;

                     New concrete pathways and a kayak laydown pad;

                     Lighting;

                     Americans with Disability Act (ADA) improvements; and

                     Resurfacing and restriping of the parking lot.

 

DISCUSSION

 

On July 16, 2019, the City Council awarded a contract in the amount of $1,257,706, including contingencies, to Valentine Corporation for this project.  The project has been completed and staff recommends the project be accepted by the City.  The final project cost is $1,256,809.60.

 

ALTERNATIVES

 

                     Do not accept the work of Valentine Corporation for the facility.

 

FINANCIAL IMPACT

 

Budget for the project was included in the Capital Improvement Program Fund (Project No. 91310).  The project was funded with monies allocated from by a grant from the California Boating and Waterways Commission in the amount of $1,750,000 with additional funding from Tidelands and the General Fund.  Remaining grant funding was utilized to purchase items that were not in the construction contract, including the restroom, fish cleaning station, and signage.  There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 (Repair, maintenance and/or minor alteration of an existing facility).  In addition, the facility improvement project was permitted by the U.S. Army Corps of Engineers, San Francisco Bay Conservation and Development Commission (BCDC) and the Regional Water Quality Control Board.  These permits are designed to ensure appropriate actions are taken during construction to avoid construction impacts to biological and/or water quality resources.

 

CLIMATE IMPACTS

 

The construction complied with all permits and requirements for regional water quality, debris management for storm water pollution prevention, and air quality.

 

RECOMMENDATION

 

Accept the work of Valentine Corporation for Encinal boat launch facility, project no. P.W. 04-19-19.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends acceptance of the work of Valentine Corporation for Encinal boat launch facility.
