EXECUTIVE SUMMARY

 

The City of Alameda (City) is under the jurisdiction of the County of Alameda’s (County) radio communications system.  The City uses radios to communicate with personnel in the Police Department, Fire Department and the Public Works Department.  The Public Works Maintenance Service Center (MSC) has 20 portable radios that are obsolete and require replacement.  Over the last several years MSC has been replacing two of these obsolete radios per year.  Recently, the County informed the City that they will be upgrading their communication system network and will no longer provide service for the obsolete radios; therefore, staff seeks approval to purchase 20 additional APX 4000 Portable Radios, with the necessary accessories and chargers.  The purchase price for the additional units is not exceed $86,659.92 and includes procurement, programming, aligning and systems testing.

 

BACKGROUND

 

Twenty of MSC’s current two-way mobile radios will soon be unsupported by the County’s new radio communications system.  The County informed the City that they will shut off service to these radios on June 30, 2020, but due to the pandemic, all local entities have a 90-day extension.  Therefore, the existing 20 radios will be obsolete after September 30, 2020, and require replacement by this time.

 

DISCUSSION

 

City staff negotiated a competitive price with the County and have been replacing two of our obsolete radios per quarter.  With the new system coming on line on September 30, 2020, staff worked with the County and negotiated a competitive for the final twenty radios necessary for Public Works staff.  Staff seeks approval to purchase the needed 20 hand-held radios through the County in an amount not to exceed $86,659.92 (Exhibit 1).

 

ALTERNATIVES

 

                     Authorize the purchase of APX 4000 portable radios.

 

                     Provide further or different direction on the purchase of portable radios used by the Public Works staff.

 

FINANCIAL IMPACT

 

Upgrade of the existing hand-held radios will be split among several funds, based on program use, within Public Works’ previously appropriated Fiscal Year 2020-21 expenditure budget per the table below. No additional spending authority is needed.

The City Manager requests authorization to purchase APX 4000 portable radios in an amount not to exceed $86,659.
