EXECUTIVE SUMMARY

 

De-Pave Park is a planned ecological park in which all existing concrete is removed to create tidal wetlands and wildlife habitat.  The park design adapts to sea level rise by inundating over time while still offering public access and environmental education.  The City Council approved the De-Pave Park Vision Plan on September 15, 2020 and requested City of Alameda (City) staff to return with a list of outreach efforts for future community input meetings on the De-Pave Park Master Plan when grant funding is received for this project.

 

BACKGROUND

 

Staff is applying for a San Francisco Bay Restoration Authority grant to fund the De-Pave Park master planning process, detailed design and regional permits.  The grant application requires a list of potential partners and this is described in more detail in the Discussion section.

 

DISCUSSION

 

This list includes the variety of organizations that staff will include in outreach and marketing efforts for the De-Pave Park master planning process.  This is in addition to staff’s marketing through social media platforms, on the City website and email blasts to over 9,000 people on the Recreation and Parks Department contact list. 

                     Alameda Interfaith Council - To help outreach broadly to many diverse communities to solicit their input, feedback and solutions during the Master Planning process.

                     Alameda Point Collaborative - To assist with outreach to its residents at Alameda Point throughout the Master Planning process in order to receive feedback and ideas on design as this park is nearby its housing.

                     Alameda Housing Association - To assist with outreach to its residents and other economically disadvantaged residents throughout the Master Planning process in order to receive feedback and ideas on design.

                     RiverRock Real Estate Group - To assist with outreach to Alameda Point residents during Master Plan process in order to receive and provide input into the design as this park is nearby its housing.

                     Alameda Unified School District - To collaborate and provide detailed input on the Master Plan design and educational program development, especially in regards to access for all students.

                     College of Alameda - Also to collaborate and provide input on the Master Plan design and how the park can be incorporated into its curriculum and provide ecological tools and information to its students.

                     Disability Commission - Provide a public forum for people with disabilities to review the draft Master Plan and provide feedback, perspectives and input into the design.

                     The Center for Independent Living - To assist with outreach to its extensive network of communities of people with physical and developmental disabilities to participate in the Master Plan design process as well as to help ensure the community meetings are fully accessible to people of all abilities.

                     Youth Activist Alameda and Alameda Youth Committee - Both organizations have youth members that are connected throughout the Alameda youth schools and communities and will be included in outreach efforts and to help brainstorm and implement ways to ensure youth voices are included in the Master Plan design process.

                     East Bay Regional Park District - A possible collaborator and resource on educational program development as it has a proven history of successful interpretive programs.

 

ALTERNATIVES

 

City Council may offer additional organizations and agencies for staff to include in the future De-Pave Park community outreach efforts.

 

FINANCIAL IMPACT

 

There is no financial impact from review or approval of this outreach effort.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

There is no impact on the Alameda Municipal Code from this action.

 

ENVIRONMENTAL REVIEW

 

Approval of a community outreach list is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301.

 

CLIMATE IMPACTS

 

There is no climate impact from this action.

 

RECOMMENDATION

 

Review and provide feedback on the community outreach effort for the future De-Pave Park master planning efforts.

 

CITY MANAGER RECOMMENDATION

 

The City Manager concurs with the staff recommendation.
