EXECUTIVE SUMMARY

 

The purpose of this report is to authorize approval of an agreement for on-call transportation planning and traffic engineering consulting services for $150,000 per fiscal year, for a three-year term with up to two, one-year extensions.  All work and task orders under these agreements are restricted to the funds appropriated and available for the specific project for which the work is assigned.

 

BACKGROUND

 

On-call consultant service agreements are used for services requiring expertise that City of Alameda (City) staff does not have and/or to supplement City staff during periods of peak work demand.  Currently, there is a need for specialized traffic signal systems and communications expertise, and there are competitive grant funding opportunities that could fund a number of high priority transportation and traffic safety improvement projects.

 

The work to be performed includes, but is not limited to: developing comprehensive grant applications, scoping documents, and conceptual designs; designing roadway, intersection and roundabout improvements; developing signs, markings, and striping plans, final design of bicycle and pedestrian facilities, designing traffic signal improvements; developing traffic signal timing and coordination plans; and developing and implementing Intelligent Transportation System (ITS) applications.

 

DISCUSSION

 

On December 19, 2019, the City issued a Request for Qualifications (RFQ) for on-call consulting services for transportation planning and traffic engineering services.  A total of eighteen (18) Statement of Qualifications were received from the following firms: Fehr and Peers, Kittleson, Parisi Transportation, Kimley-Horn and Associates, Inc., HNTB, CDM Smith, Iteris Inc., AMG, Toole, NN Engineering Inc., CD+A, Alta Planning and Design, Bellecci, Sandis Civil Engineers Surveyors Planners, S Kwok, TJKM Transportation Consultants, Elite Transportation Group, W-Trans, and ARC.

 

City staff reviewed each firm based on the proposal packages submitted.  The proposals were evaluated based on the ability of the firm to carry out and manage the proposed scope of work, capabilities of the consultant team members, proximity to Alameda, relevant experience, client references, and overall completeness of the proposal and project approach.  Bonus points were given for being either an Alameda Local Business and/or holding an Alameda County Local Business Certification.

 

Based on the results of that evaluation and the fact that NN Engineering Inc. had specific transportation engineering experience in developing a Traffic Impact Analysis guidance for Alameda, staff recommends awarding the contract to the following firm:

The agreement would be in an amount not-to-exceed $150,000 per fiscal year for a total of three years, with the option of two, one-year extensions, bringing the cumulative total to a not to exceed expenditure of $750,000 (see Exhibit 1).

FINANCIAL IMPACT

 

Funding of each work order will be from the Capital Improvement Program project for which the on-call transportation planning and traffic engineering consulting services are provided.  The total budget for each fiscal year will be $150,000, but the actual amount expended will be delineated by work order and will likely be less, based on projects assigned to the consultant.  The usage of the services is on an as-needed basis so that if the demand is not there, the services will not be requested.  There is no impact to the General Fund.

 

ALTERNATIVES

 

                     Approve staff’s recommendation and execute a three-year agreement with the option of two, one-year extensions for on-call transportation planning and traffic engineering consulting services.

                     Reduce the scope and amount of agreement.

                     Do not award the agreement.  If this agreement is not to be awarded there would be an adverse impact on staff’s ability to efficiently delivery quality capital projects.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

The California Environmental Quality Act (CEQA) applies only to projects that have the potential for causing a significant effect on the environment.  This action is not a project pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378.

 

CLIMATE IMPACTS

 

The award of these agreements will not have an effect on the climate.

 

RECOMMENDATION

 

Authorize the City Manager to execute a three-year agreement with the option of two, one-year extensions, in the amount of $150,000 per fiscal year to NN Engineering Inc. for on-call transportation planning and traffic engineering consulting services for a total cumulative amount not to exceed $750,000.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends approval.
