MINUTES OF THE SUBCOMMITTEE OF THE CITY COUNCIL AND ALAMEDA HEALTH CARE DISTRICT BOARD MEETING

Tuesday, October 13, 2020

 

Attendees: Mayor Marilyn Ezzy Ashcraft, Councilmember Jim Oddie, City Manager Eric Levitt, Acting Fire Chief Ricci Zombeck, Human Resources Director Nancy Bronstein, AHS COO Luis Fonseca, District Executive Director Deborah E. Stebbins, District Board Member Michael Williams, John Jacobs and Gayle Codiga.

1.                     Call to Order/ General Introduction

Mayor Ezzy Ashcraft convened the meeting at 4:05. She asked the webinar administrator to take roll call and for each person to introduce themselves

 

2.                     Oral Communication Non-Agenda (Public Comment)

There were no public comments

 

3.                     City /District Issue

The minutes of August 5, 2020 were accepted. Chief Zombeck motioned to approve and second by Debbie Stebbins. A roll call vote was taken and they were unanimously approved

                     3-B- COVID-19 Alameda Hospital Impacts Update                     

                     Mr. Fonseca informed us there has been 2 weeks with 0 Covid-19 Patients & throughout Alameda Hospital only 5 positive results. Testing will be at San Leandro & Highland Hospital with drive by testing located in Parking Lots). Beginning next week all services will be restored as per prior to Covid-19.                      Henry                      J Center- Oct 29th- New Testing Site. Discussion regarding payment for Testing for Covid-19 per Luis Fonseca ALL testing is paid by County of Alameda.

 

                     3-C Alameda Hospital Seismic Update- We reviewed COO’s Report provided                      by Luis Fonseca. Labor negotiations include the intent to strike Oct 7-12th Notice                      by SEIU & CAN. The Hospital discontinued & rescheduled electives procedures in                      OR. Labor Action mitigation plan has been submitted to CDPH.

                     Mayor Ashcraft request Specific reason regarding the Demands from Employees                      which caused Strike: Fonseca provided reasons: 1) Employees want Alameda                      County to take over Hospital 2) Additional PPE

                     We Reviewed Survey “Patient Experience Data” the Goal is 57% rate. Opportunity                      is noted in Care Transition & Good understanding managing health

                     Relocation Project Update: The Project continues with the seismic and kitchen                      buildout. The Campus Activity / Impacts with more noise due to demolition in month                      of September. The project on track toward the compliance dates submitted and                      approved by OSHPD

                     3-D 2030 Seismic Standard Update

                     Cost $20-30 Million - rough number. Per Debi Stebbins-Legislation from-                      California Senator Portantino attempted to extend Seismic Standards SB 750                      requirements.

 

                     3-E Alameda Health System Financial Related to Alameda Hospital

                     No comment

 

                     3-F Community Paramedicine

                     Acting Fire Chief Zombeck advised legislation passed effective Jan 1st 2021                      Community Paramedics. The Fire Department is working with County of Alameda                      to help build                      policies and                      procedures. We continue to work with Medical                      Oversight from Alameda County LEMSA.

 

                     3-G Alameda Health Systems Facilities Impending Strike
