EXECUTIVE SUMMARY

 

The replacement of the pier, gangway and floating dock at the Grand Street Boat Ramp was approved and funded in the Fiscal Year (FY) 2020-21 Mid-Cycle Budget under the Parks Maintenance capital improvement project.  The Grand Street Boat Ramp has two boat lanes and docks.  The entire dock and gangway structure on the east side of the ramp has been closed since February 2020 due to significant public safety concerns.  The total cost to purchase the dock and gangway structure, including shipping and tax, is $99,307.  The installation will be completed under a separate contract with Power Engineering.

 

BACKGROUND

 

The Grand Street Boat Ramp (Grand Street) is one of two city-owned public boat launch facilities that are free to the public.  Grand Street launches boaters into the estuary and the Encinal Boat Launch Facility provides direct access to San Francisco Bay.  Both facilities are heavily utilized by the public for fishing, recreation, paddle boarding and kayaking, as well as launching for training exercises by the Alameda Fire Department, Coast Guard and U.S. Marine Corps.

 

The dock, piers and gangway structure on the east side of the Grand Street Boat Ramp was closed in February 2020 due to public safety concerns.  It is not repairable in its existing condition but requires a full replacement.  The COVID-19 pandemic delayed the start of this project due to park staff focus on park safety, cleaning and managing facility closures/re-openings. 

 

DISCUSSION

 

Topper Industries (Topper) specializes in building amenities for public boating facilities and is the only reputable company that provides this product type for the San Francisco Bay Area.  Utilizing any other company would incur significant shipping costs.  Topper products were installed at the improved Encinal Boat Launch Facility and the new Seaplane Lagoon Ferry Terminal.  Power Engineering will install the pier, gangway and floating dock through an approved California Uniform Construction Cost Accounting Act (CUPCCAA) contract.  Power Engineering intended to utilize Topper for the project materials. By purchasing directly from Topper, the City will have a cost savings of approximately $20,000 that can then be directed toward other park maintenance projects.

 

It is critical that this project move forward as the existing condition is not safe to open for public usage and staff continues spend time re-securing the facility closure to keep the public off the site.  This project will be completed by the end of March 2021.

 

ALTERNATIVES

 

Options include:

 

1)                     Authorize purchase of the Topper pier, gangway and floating dock.

2)                     Do not authorize purchase and more permanently close this half of the facility by removing the existing, unusable gangway and dock.

 

FINANCIAL IMPACT

 

The proposed purchase agreement is within the previously appropriated budget for the Park Maintenance Capital Improvement Project (96014). No additional appropriations are needed.
