EXECUTIVE SUMMARY
On April 7, 2020, the City Council awarded a contract to Innovative Construction Solutions in the amount of $407,184, which included a 20% contingency, for the removal of accumulated sediment from the corners of Lagoons 3 and 5 of the South Shore lagoon system. Unforeseen extra work required an additional purchase order of $2,447 to complete the project. Sufficient funding was available in the Capital Improvement Program (CIP) Fund 96007 to pay for the additional expense with a total project cost of $409,631. The project has been completed and is acceptable to the Public Works Department.
BACKGROUND
The project included mechanically dredging the lagoon corners to remove accumulated sediment. The dredge spoils were loaded into trucks and hauled to suitable disposal sites that accepted the material. The dredging took place in August and September 2020 during the annual lowering of the lagoons for maintenance to minimize disturbance of the lagoons and lagoon water quality.
DISCUSSION
On April 7, 2020, the City Council awarded a contract to Innovative Construction Solutions in the amount of $407,184. Poor sediment consistency of the dredged material demanded use of additional soil desiccant to transport the material to the designated disposal facility. A purchase order for the additional soil desiccant cost ($2,447) was issued from CIP Fund 96007.
The project has been completed and is acceptable to the Public Works Department. The final project cost, including the additional soil desiccant tonnage of $2,447, is $409,631.

FINANCIAL IMPACT
The original funds were budgeted in the Public Works Department account for CIP Fund 96007, Lagoon Maintenance. The allocation for the lagoon dredging project was $407,184. An additional purchase order from CIP Fund 96007 of $2,447 was needed to complete the project.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action does not affect the Alameda Municipal Code.
ENVIRONMENTAL REVIEW
The existing California Environmental Quality Act (CEQA) Mitigated Negative Declaration (MND) from the previous 2014 lagoon dredging project was used for this project. The US Army Corps of Engineers Nationwide Permit and California Regional Water Quality Control Board 401 Water Quality Certification have already been issued for this project. No additional environmental review is required under CEQA to accept the completed improvements.
CLIMATE IMPACTS
Dredging work was performed during the annual draining of the lagoons to minimize contact of excavated sediment with the lagoon waters and natural habitat. Work occurred during the dry season, which also minimized storm water runoff entering into the lagoons. The dredging project overall helps restore the original capacity of the lagoon system for better storage and treatment of rainfall runoff and future increased runoff due to climate change.
