EXECUTIVE SUMMARY

 

On July 16, 2019, the City Council awarded a contract to Ray's Electric in the amount of $592,800 for the signal installation at Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road. On October 20, 2020, the City Council approved an amendment to the contract in the amount of $280,890 for unforeseen extra work and additional project components.

 

The project included installation of new traffic signal cabinets and controllers, electrical service, signal poles, accessible pedestrian signal, video detection systems, battery backup system, and emergency vehicle preemption.  The improvements executed under the contract are complete and acceptable to staff.  Staff is recommending City Council accept the work.

 

BACKGROUND

 

Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road have high volumes of traffic, especially in the late afternoon when cars exiting the area are trying to make left turns across this large street.  Recent and additional development of vacant parcels will further increase traffic.  Signalized intersections at these locations will increase safety and improve the level of service for these intersections.

 

DISCUSSION

 

On July 16, 2019, City Council awarded a contract in the amount of $592,800, including contingencies, to Ray’s Electric.  On October 20, 2020, City Council approved an amendment to the contract in the amount of $280,890 for additional required work and additional project components.  The project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department.  The final cost, including all extra work orders, is $846,022.

 

ALTERNATIVES

 

                     Accept the work as presented.

                     Do not accept the work and provide staff another direction.

 

 

 

FINANCIAL IMPACT

 

Funds for this project were budgeted in Capital Improvement Program (CIP) Project 96012 Traffic Signals and Systems with funding sourced from the Transportation Improvement Fund (TIF) and Measure B Local Streets and Roads funds. No additional budget appropriations are needed.

 

There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

Prior to the project initiation a Notice of Exemption was filed in the County Recorder’s Office.  This project was determined to be Categorically Exempt under California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15301(c), Existing Facilities.  No additional environmental review is required under CEQA to accept the competed improvements.

 

CLIMATE IMPACTS

 

The type of signal equipment installed at the intersections allows for safe multi modal travel. This will help promote non-motor vehicle travel and the use of transit services, which will reduce potential climate impacts.

 

RECOMMENDATION

 

Accept the work of Ray’s Electric for signal installation at Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road, No. P.W.04-19-23.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends acceptance of the work of Ray’s Electric for signal installation at Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road.
