EXECUTIVE SUMMARY

 

The City of Alameda (City) has over 125 centerline miles of roadway providing access and circulation to every resident and business in the city. The City’s pavement management program, in combination with the City’s Maintenance Service Center, works to maintain this network through a combination of maintenance and rehabilitation activities including an annual capital project. The 2020 pavement management program, phase 39, included the slurry and cape seal of 46 streets, or approximately five miles, by American Pavement Systems, Inc.  The City Council is a being asked to accept this work as complete.

 

BACKGROUND

 

On July 21, 2020, the City Council awarded a contract in the amount of $1,404,150including contingencies, to American Pavement Systems, Inc., for the 2020 pavement management, phase 39, slurry and cape seal project.

 

DISCUSSION

 

The City’s pavement management program, in combination with the City’s Maintenance Service Center, works to maintain this network through a combination of maintenance and rehabilitation activities including an annual capital project.  American Pavement Systems, Inc. resurfaced the full width of each specified street with cape seal or slurry seal. Cape seal and slurry seal are thin coatings of asphalt cement and sand sprayed on the street, which is used to prolong the street’s useful life. See Exhibit 1 for locations.

 

The project was completed in accordance with the plans and specifications, and is acceptable to the Public Works Department.  The final cost, including all change orders, is $1,177,342.

 

ALTERNATIVES

 

                     Accept the work of American Pavement Systems as presented by staff.

                     Do not accept the work and give staff alternate instruction.

 

FINANCIAL IMPACT

 

The funds for this project were budgeted in the Public Works Department budget for the Capital Improvement Program (Project No. 96010). The project was funded with funds allocated from the Gas Tax Fund (Fund 211), Road Maintenance and Rehabilitation Fund (Fund 211.1), Measure B Fund (Fund 215), Integrated Waste Fund (Fund 274.1), Vehicle Registration Fund (Fund 288) and the Sewer Fund (Fund 602). No additional budget appropriations are needed.  The $226,808 of unspent monies in the contractual encumbrance will released back to Project 96010 and redeployed for subsequent pavement management program services.

 

There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This project is consistent with the Waste and Recycling Initiative of the Local Action Plan for Climate Protection by requiring recycling of 80% of all construction waste. In addition, the contractor is encouraged to use recycled content in the asphalt concrete.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(c), Existing Facilities.

 

CLIMATE IMPACTS

 

This project is consistent with the Climate Action and Resiliency Plan by requiring recycling of 80% of all construction waste. This project promotes clean transportation options such as cycling, walking, and transit by providing well-maintained streets for all users.

 

RECOMMENDATION

 

Accept the work of American Pavement Systems, Inc. for the 2020 pavement management, phase 39, slurry and cape seal project, no. P.W. 03-20-17.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends acceptance of the work of American Pavement Systems.
