EXECUTIVE SUMMARY

 

The City of Alameda (City) has over 125 centerline miles of roadway providing access and circulation to every resident and business in the city. The 2020 pavement management program included base repair and hot mix asphalt overlay for approximately 0.6 miles of streets, with an additional 10 miles of street receiving base repair only. The City Council is a being asked to accept this work as complete.

 

BACKGROUND

 

On July 21, 2020, the City Council awarded a contract in the amount of $1,476,225.60, including contingencies, to McGuire & Hester, for an overlay of approximately 0.6 miles of streets and base repair for 50 streets, totaling approximately 10 miles. The City Council also authorized the extension of the contract for up to four additional years.

 

DISCUSSION

 

The City’s pavement management program, in combination with the City’s Maintenance Service Center, works to maintain this network through a combination of maintenance and rehabilitation activities including an annual capital project.

 

The project was completed in accordance with the plans and specifications, and is acceptable to the Public Works Department.  The final cost, including all change orders, is $1,328,454.

 

ALTERNATIVES

 

                     Accept the work of McGuire and Hester as presented by staff.

                     Do not accept the work and give staff alternate instructions.

 

FINANCIAL IMPACT

 

Pavement Management is a recurring rehabilitation project in the Capital Budget and any unspent funds from one budget cycle may be available during the next budget cycle.  The funds for this project were budgeted in the Public Works Department budget for the Capital Improvement Program (Project No. 96010).  The project was funded with funds allocated from Gas Tax Fund (Fund 211), Road Maintenance and Rehabilitation Fund (Fund 211.1), Measure B Fund (Fund 215), Integrated Waste Fund (Fund 274.1), Vehicle Registration Fund (Fund 288) and Sewer Fund (Fund 602). No additional budget appropriations are needed.

 

There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This project is consistent with the Waste and Recycling Initiative of the Local Action Plan for Climate Protection by requiring recycling of 80% of all construction waste. In addition, the contractor is encouraged to use recycled content in the asphalt concrete.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities.

 

CLIMATE IMPACTS

 

This project is consistent with the Climate Action and Resiliency Plan by requiring recycling of 80% of all construction waste. This project promotes clean transportation options such as cycling, walking, and transit by providing well-maintained streets for all users.

 

RECOMMENDATION

 

Accept the work of McGuire & Hester for the 2020 pavement management, phase 39, hot mix asphalt overlay and base repair project, no. P.W. 05-20-26.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends acceptance of the work of McGuire & Hester for the 2020 pavement management phase 39.
