Brief description of the subject to be printed on the agenda, sufficient to inform the City Council and public of the nature of the referral:

 

A homeowner in Alameda, who owns a below market rate home, recently expressed concerns with the City and received the following response. It's appropriate for City Council to ensure that all homeowners, including below market rate, have equal representation and maintenance of their properties. Thus, I request that Council address this important issue.

                     "Lack of representation of below market homeowners on HOA board - I recommend that you or your fellow BMR homeowners talk about running for the HOA board, find out the process for running and plan for the elections.

                     Lack of property management (painting, lighting, Fencing, landscaping) in section of housing complex that houses below market rate homes. She stated that below market homes do not receive same amount of property management as fair market value homes. The Covenants, Conditions & Restrictions (aka CC&Rs) define the HOA and homeowner responsibilities. I recommend that you review the CC&Rs and follow up in writing with the HOA, citing the unmet responsibilities.

 

The City Council, at its July 25, 2020 Priority Setting Workshop, established the following 5 priorities for 2021:
