EXECUTIVE SUMMARY
Pest control services are needed for the City of Alameda’s (City) 500,000 square feet of City buildings and structures. Staff conducted a competitive solicitation for these services and recommends awarding a contract to Omega Pest Control for a five-year term not to exceed $145,572.
BACKGROUND
The City maintains over 500,000 square feet of buildings and structures through the City’s Facility Maintenance and Replacement Internal Service Fund. Although the buildings serve a wide variety of purposes, they all require pest control. Pest control services are performed by a specialized contractor.
DISCUSSION
On May 17, 2021, the Public Works Department issued a Request for Proposal (RFP) for pest control services at City facilities. To solicit the maximum number of proposals and most competitive price, the RFP was provided to 19 separate builders’ exchanges throughout the Bay Area, and notices were sent to contractors on the list of qualified contractors maintained by the Public Works Department. A notice was also placed on the City’s web page on May 17, 2021 and published in the Alameda Sun on May 21, 2021. After a bidding period of 21 days, three company’s submitted proposals on June 8, 2021. Two of the three bidders were non-responsive in their bids.

Selection was based on the completeness and quality of the proposal response, City needs, and cost. Staff recommends awarding an agreement to Omega Pest Control in the not to exceed amount of $145,572 over a five-year term. The successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. The contract is attached as Exhibit 1.
ALTERNATIVES
• Authorize the City Manager to execute a contract with Omega Pest Control, as described above.
• Direct staff to perform this work in-house. The Public Works Maintenance Division does not have staffing resources available to perform this work. This direction would result in diverting resources from existing work or potentially the addition of staff resources.
FINANCIAL IMPACT
The funds for this contract are budgeted in the Facilities Maintenance and Replacement Internal Service Fund (603). There is no impact to the General Fund.

ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities.
CLIMATE IMPACTS
Conventional pest control techniques have relied extensively on the use of chemical pesticides, which contribute to ground and surface water contamination and create the potential for exposure to building occupants and visitors. Contamination of rising groundwater is a risk of climate change. This contract complies with the City’s Integrated Pest Management (IPM) policy, which prioritizes low hazard management options that emphasize prevention, monitoring and natural biological controls. IPM allows the appropriate use of the least hazardous selective pesticides only when non-chemical methods are ineffective.
RECOMMENDATION
Authorize the City Manager to execute a five-year agreement with Omega Pest Control for pest control services at City of Alameda facilities for a total five-year amount not to exceed $145,572.
