EXECUTIVE SUMMARY
The City of Alameda (City) conducts annual trash/litter cleanups along our shoreline at identified locations in order to comply with regional trash reduction goals in Alameda’s Municipal Regional Stormwater Permit (MRP), set by the San Francisco Bay Regional Water Quality Control Board (RWQCB). On March 18, 2019, the City entered into an agreement with Civicorps Schools (Civicorps) for shoreline trash and litter cleanups to meet trash reduction goals. On May 18, 2020, the City entered into a First Amendment to Agreement extending the contract for another year. Staff is satisfied with the work accomplished by Civicorps and is asking the City Council to extend the agreement through June 30, 2024, in a not to exceed amount of $168,000.
BACKGROUND
The City’s MRP issued by the San Francisco Bay RWQCB sets specific trash load reduction requirements for permittees. In order to meet these reduction requirements, the City has contracted with Civicorps since 2012 to provide annual shoreline trash and litter cleanups.
The cumulative volume of trash, litter and debris removed from the Alameda shorelines by the Civicorps work crews during these annual cleanups over the past two years totals 52.7 cubic yards.
DISCUSSION
Staff remains satisfied with the annual shoreline trash, litter and debris cleanup services provided by Civicorps and recommends continuing the services of Civicorps for a total term of five years at a not to exceed amount of $168,000.
ALTERNATIVES
• Amend the contract with Civicorps.
• Direct City staff to perform this work in-house. The Public Works Maintenance Division does not have the staffing resources available to perform this work. This direction would result in diverting resources from existing work or potentially the addition of additional staff resources.
FINANCIAL IMPACT
The funds for this program are budgeted in the Public Works Department Urban Runoff/Stormwater Fund (351/new 264). There is no impact to the General Fund.

ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15357, Discretionary Project.
CLIMATE IMPACTS
As a community next to the San Francisco Bay, Alameda is uniquely situated to benefit from further reductions in the amount of trash and litter that makes its way to the Bay. With sea level rise, the impacts of shoreline and tidally deposited trash will become more visible and impact residents more directly.
RECOMMENDATION
Authorize the City Manager to execute a second amendment to the agreement with Civicorps Schools for three years, in an amount not to exceed $33,600 per year, for a five-year amount not to exceed $168,000, for shoreline trash removal services.
CITY MANAGER RECOMMENDATION
The City Manager recommends approval for authorization to execute a second amendment to the agreement with Civicorps Schools.
