EXECUTIVE SUMMARY

 

The recreation building at Godfrey Park was designed and constructed in 1963. Since then, the building has seen routine maintenance and upkeep by the City of Alameda (City). It has not been remodeled or renovated in over fifty years.  The Alameda Recreation and Parks Department (ARPD) utilizes this facility for Tiny Tots programs, summer camp programs and facility rentals.  The interior spaces (administrative office, kitchenette, and community room) are adequate for ARPD activities and will get new paint, some new flooring, and new casework.  The existing two restrooms serve the program participants as well as park users.  These restrooms are in need of more extensive work to bring them to current Americans with Disabilities Act (ADA) standards and overall usability.  This project will fully replace the existing restrooms with three new single user restrooms to serve the park and recreation facility users.

 

BACKGROUND

 

The two existing restrooms in the recreation building at Godfrey Park now require much more than just routine maintenance and upkeep.  Having served the public for over 58 years in their current 1963 condition, they need to be completely replaced to bring them up to current code-compliant facility standards, including ADA accessibility.  The addition of a third restroom better meets the needs of the park and the recreation facility users.

 

Staff conducted a feasibility study, which included two options.  The first option was to turn the existing restrooms into much needed storage space and install a pre-engineered modular restroom building directly adjacent to the existing recreation building.  The second option was to completely renovate and expand (within the same building footprint) the two existing restrooms and convert them into three individual use restrooms.  These would be gender neutral, single user restrooms with one being accessible only to the exterior for park users, one being accessible only to the interior of the recreation building for program participants; and a third restroom that is accessible to both exterior and interior with locking mechanisms to ensure safety for youth participants.

 

The second option (renovation) was chosen as it was more cost effective.  The scope will include selective demolition and renovation of exterior concrete flatwork at building ingress and egress points for ADA accessibility, much needed interior repainting of the entire facility, replacement of kitchenette casework and cabinets, with a Bid Alternate to replace the existing gas-fired furnace, and selective mitigation of hazardous materials (i.e. asbestos and lead-paint) that will be better understood during the demolition and renovation work.

 

 

DISCUSSION

 

To solicit the maximum number of bids and most competitive price, plans and specifications were provided to 16 separate builders’ exchanges throughout the Bay Area.  In addition, notices were placed on the City’s web page and published in the Alameda Journal on June 3, 2021.  After a bidding period of 21 days, three contractors submitted bids.  Bids were opened on June 23, 2021, with the following results:

Top Estate Construction, Inc. submitted the lowest bid, but failed to complete and submit the required ‘Subcontractor Form’.  Their bid was deemed non-responsive and subsequently rejected.  Public Works staff then contacted references provided by the second low bidder, G & G Builders, Inc., and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of their work. Staff recommends awarding a contract to G & G Builders, Inc. for a total amount of $420,077, which includes an 11% contingency in the amount of $41,629.  Staff did not award the Bid Alternate; however intends to replace the gas-fired furnace with available contingency should that funding not be needed for hazardous material mitigation. The contractor is not guaranteed any of the contingency amount and the use of the contingency will be at the sole discretion of the City for work not originally anticipated in the plans and specifications.  The contract is attached as Exhibit 1.

 

ALTERNATIVES

 

                     Award the project as presented.

                     Direct staff to adjust the amount of work in this project.

                     Do not award the project and provide alternate direction to staff.

 

FINANCIAL IMPACT

 

The funds for this contract are budgeted in the Capital Improvement Program with funds appropriated to the Godfrey Restroom Replacement project within the Facilities Maintenance & Replacement Fund (603C5280/legacy project 9600931).  No additional appropriations are needed. There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt pursuant to CEQA Guidelines Section 15301(c), Existing Facilities, 15302 Replacement or Reconstruction, and 15303 New Construction of Small Structures.

 

CLIMATE IMPACTS

 

The City’s Climate Action and Resiliency plan recommends the electrification of new buildings (to reduce greenhouse gas emissions).  This project, being a ‘minor’ renovation of a circa 1963 facility, does not fall within the requirements for facility electrification.  Staff did assess the feasibility of replacing the gas furnace with an electric; however this was deemed cost prohibitive for the project.

 

RECOMMENDATION

 

Authorize the City Manager to award a contract to G & G Builders, Inc. for Godfrey Park recreation building renovations, No. P.W. 02-21-08, in an amount not to exceed $420,077.

 

CITY MANAGER RECOMMENDATION

 

The City Manager recommends approval of G&G Builders at an amount not to exceed $420,077.  Top Estate Construction was determined to be non-responsive due to not meeting all the requirements.
