EXECUTIVE SUMMARY

 

On September 1, 2020, the City Council awarded a contract to Redgwick Construction in the amount of $854,117.50 for construction of the Otis Drive safety improvement project between Westline Drive and Willow Street.

 

The project included converting Otis Drive from a four-lane street to three-lanes, adding bike lanes, updating crosswalks, installation of a pedestrian island and rectangular rapid flash beacon (RRFB) system, constructing a protected intersection at Otis Drive and Grand Street, and  bus stop improvements.  The improvements executed under the contract are complete and acceptable to staff.  Staff is recommending the City Council accept the work.

 

BACKGROUND

 

The City of Alameda (City) developed the Otis Drive Traffic Calming and Safety Improvement Project to address safety concerns along Otis Drive between Westline Drive and Willow Street, including high speeds, long crossings for pedestrians, and a lack of bicycle facilities.  Otis Drive is identified as a bicycle priority street and as a primary transit street in the Transportation Element of the City’s General Plan; is a Vision Zero improvement project in the Transportation Choices Plan; and is in the Fiscal Year 2019-21 two-year budget for the initial phase.  Design and public outreach for the project began in late 2018, and the City Council adopted a conceptual plan on June 4, 2019.  The final design was completed in early 2020, and the City solicited bids for construction on June 11, 2020.

 

DISCUSSION

 

On September 1, 2020, the City Council awarded a contract in the amount of $854,117.50, including contingencies, to Redgwick Construction.  In addition, the City Council provided direction to staff to implement a modern roundabout at the intersection of Grand Street and Otis Drive as funds become available.

 

The project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department.  The final construction cost, including all extra work orders, is $783,962.35.

 

ALTERNATIVES

 

                     Accept the work as presented.

                     Do not accept the work and provide staff another direction.

 

FINANCIAL IMPACT

 

Funds for this project were budgeted in Capital Improvement Program (CIP) Project 91818 Otis Drive Traffic Calming and Safety Improvement with funding sources as shown in the table below:

The remaining funding totals $157,753.32. These funds are proposed to remain in CIP #91818 for potential future safety improvements in the corridor.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

Prior to the project initiation a Notice of Exemption was filed in the County Recorder’s Office.  This project was determined to be Categorically Exempt under California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15301(c), Existing Facilities.  No additional environmental review is required under CEQA to accept the competed improvements.

 

CLIMATE IMPACTS

 

This project allows for safe multimodal travel. This will help promote walking, biking and use of transit services, which will reduce climate impacts.

 

RECOMMENDATION

 

Accept the work of Redgwick Construction for the Otis Drive traffic calming and safety improvement project, No. P.W. 05-20-29.

 

CITY MANAGER RECOMMENDATION

 

The City Manager concurs with recommending acceptance of the work of the Redgwick Construction for the Otis Drive traffic calming and safety improvement project.
